ABSENTEE VOTING FOR JUNE 3, 2014 PRIMARY ELECTION

The Houston County Absentee Election Manager’s Office will begin accepting applications for the June 3, 2014, Primary Election on Monday, April 21, 2014.  Applications for the June 3, 2014, Primary Election may be obtained online at www.sos.state.al.us or by contacting your local County Absentee Election Manager’s Office.  The last day for an application to be accepted for absentee voting in the 2014 Primary Election is Thursday, May 29, 2014.  All applications must be in the Absentee Election Manager’s Office by 4:30 p.m. on this date.  Voters must specify on their application which political party’s ballot they are requesting (Democratic or Republican) as well as their reason for voting absentee.  Applications can only be accepted in person by the actual voter or by U.S. Mail.  By law, only one application per envelope is acceptable.  Applications must be signed by the actual witness and witnessed only if the voter signs by a “mark”. 

 

For applications received in person, upon verification, the voter will be given their ballot.  For applications received by U.S. Mail, upon verification, the ballot will be mailed to the address indicated on the application by the next business day.  Identification is required, and the affidavit envelope containing the ballot must be notarized or have two witness signatures.  Return of ballots can be accepted by hand delivery by the actual voter or U.S. Mail until Monday, June 2, 2014.  On Tuesday, June 3, 2014, ballots can only be accepted by U.S. Mail; no hand delivery is allowed on this date.

 

The Absentee Election Manager’s Office is located in Room 405 of the Houston County Courthouse, 114   North Oates Street, Dothan, Alabama.  Office hours are Monday through Friday, 8:00 a.m. to 12:00 p.m. and 1:00 p.m. to 4:30 p.m.  For further information, you may contact Carla H. Pursuant to 17-11-3(a) of the Code of Alabama:  Any qualified elector may vote an absentee ballot by mail or in person at the absentee election manager’s office, if he or she makes application in writing not less than five days prior to the election and meets one of the following requirements:

 

(1) The person will be out of the county or state on Election Day.

 

(2) The person has any physical illness or infirmity which prevents his or her attendance at the polls, whether he or she is within or without the county on the day of election.

 

(3) The person works a shift which has at least 10 hours which coincide with the hours the polls are open at his or her regular polling place.

 

(4) The person is enrolled as a student at an educational institution located outside the county of his or her personal residence (attendance) at which prevents his or her attendance at the polls.

 

(5) The person is a member of, or spouse or dependant of a member of, the armed forces of the United States or is similarly qualified to vote absentee pursuant to the Federal Uniformed and Overseas Citizens Absentee Voting Act, 42 U.S.C. 1973ff.

 

(6) The person has been appointed as an election officer or named as a poll watcher at a polling place other than his or her regular polling place.

 

(b) An applicant for an absentee ballot who is a member of the armed forces of the United States, including the Alabama National Guard, the United States Naval Reserves, the United States Air Force Reserves, and the United States Army Reserve on active duty or active duty for training or an applicant who is the spouse of any member of the armed forces or any other applicant qualified to vote absentee pursuant to the Federal Uniformed and Overseas Citizens Absentee Voting Act, 42 U.S.C. 1973ff, may make application for an absentee ballot by filling out the federal postcard application form, authorized and provided for under the provisions of the Federal Voting Assistance Act.
