UPDATED @ 2:00 PM   


I called the Houston County Commission Chairman Mark Culver Office. Culver's Assistant transferred me to the Houston County Personnel Director Sheri Thompson's Office. I got her voice mail and left a voice mail message concerning the problem.


At 1:39 PM Ms. Thompson called me and said the problem had been fixed. I said it has been down for several hours and that something needed to be done to extend the time. Ms. Thompson asked me why I did not notify her of the problem prior to this article. I said I guess a lot of people needed to notify people. But I could not find anywhere in my job description where it stated that it was my responsibility to teach her how to do her job.


So I guess that the problem is now fixed.


But, how is it my job to tell the Personnel Director of Houston County how to do her job? Perhaps if she came to work on time and stayed until the correct time to get off she could do her job.



HOUSTON COUNTY:  Houston County Commission Chairman Mark Culver is ALWAYS up to some slime and games.


Culver and Houston County Personnel Director Sherri Thompson advertised for resumes for Dothan - Houston County Emergency Management Director. They advertised with a web site called "Indeed.

The job announcement reads applications are available through 4:30 PM on September 19, 2016.


Well, it is 12:38 PM Central Standard Time on September 19, 2016. And the web site "Indeed" that Culver and Thompson advertised on will not accept applications.


In fact it reads "This job posting is no longer available on Indeed" at 12:38 PM.


Culver has multiple times pulled con jobs on the Emergency Management Job. In fact Mark Culver is,  in my opinion, a registered liar. And this is an example of the cons that he pulls.


So while the place Culver and Thompson advertised on, you can not submit your application. So those who waited until today, Culver and Thompson have already rammed it to you.

Essential Job Functions



  • Management and Planning

  • Maintains Farley Nuclear Plant response plan.

  • Responsible for planning and implementing training programs for volunteer and emergency response personnel and for the general public.

  • Conduct facility surveys and hazard/vulnerability analysis for schools, hospitals, nursing homes, mental health facilities and industries in the development of emergency plans for natural & technological disasters.

  • Responsible for maintaining, training and organizing Volunteer and Organizations of Active and Disaster (VOAD) and Community Energy Response Team (CERT).

  • Maintains grants and disbursement records for accuracy and audit purposes.

  • Maintains inventory control to meet local, State of Alabama and Federal guidelines.

  • Responds to hazardous waste spillage, assisting emergency personnel in coordinating emergency responders in cleanup process and advising ADEM and other appropriate agencies, including requesting assistance as necessary.

  • Public Information

  • Use all available means to inform public of the function of county EMA office.

  • Speaks to civic groups, students and emergency responders on the importance of emergency preparedness.

  • Ensures that weather watch and warnings are issued to the general public.

  • Issues emergency public information.

  • Training and Development

  • Participates in professional development courses offered by state and federal agencies.

  • Attends and participates in seminars on planning, budgeting, shelter management, etc.

  • Attends workshops and exercises conducted by state and federal agencies.

  • Reads and complies with all bulletins issued by state and keeps abreast of news and information which pertains to Emergency Management.

  • Plan and implement training programs for volunteer and emergency response personnel, county agencies and the general public.

  • Coordinates planning and participates in exercises to test the disaster plans.

  • Coordination of Resources

  • Prepares and maintains lists all available county personnel and natural resources that can be used to cope with a disaster.

  • Coordinates resources of local response groups, medical, law enforcement, public works, Alabama Department of Public Health (ADPH), volunteer fire and rescue, so as to be more effective in emergency situations.

  • EOC and Shelter Operations

  • Oversees & directs all activities of the EOC in accordance with the Emergency Operations Plan.

  • Approves all messages to the general public and emergency response agencies during emergency operations.

  • Coordinates and maintains any necessary shelter operations to include special needs.


Knowledge, Skills, and Abilities



  • Verbal skills and ability to communicate effectively with and to establish and maintain effective working relationships with county commissioners, elected officials, employees, emergency responders and the general public.

  • Knowledge of principles of accounting and bookkeeping.

  • Writing skills to develop and maintain emergency plans and procedures.

  • Ability to work independently and exercise proper judgment in making decisions.

  • Knowledge of county rules, regulations, policies and procedures and ability to interpret and implement federal and state rules, regulations, acts and policies.

  • Reading skills to comprehend state and federal guidelines and to read charts and maps.

  • Ability to record and maintain proper files.

  • Knowledge of general emergency management procedures and requirements.

  • Supervisory skills to lead and motivate subordinates.

  • Knowledge of emergency operation procedures.

  • Knowledge of potential effects and procedures necessary for cities and counties to recover from damages as a result of natural disasters.

  • Knowledge of chemical, biological, radiological, and other hazardous materials monitoring and response procedures.

Minimum Qualifications
Must have a valid Alabama driver’s license. Two years of college level education (64 semester or 96 quarter hours) plus five years experience in emergency response, emergency management, disaster preparedness or qualified military service. Must be willing to travel to training sessions and to various facilities for inspections. Must be willing to work non-standard hours to provide 24-hour coverage. (On-call 24 hours a day)
Other Requirements



  • If not previously completed, the candidate will be required to successfully complete the required courses by the State of Alabama’s Emergency Management Agency for CLEM certification and meet the annual continuing education requirements.

  • Work involves working extended and unusual hours, including weekends, holidays, and/or off-hour shifts during emergencies or disaster situations and during training programs, preparedness exercises and public outreach events.

  • Works involves attendance to ACCA conferences and meetings, community outreach events and training.

  • Candidate must reside in Houston County within 6 months of employment.
