Could Geneva and Pike County Probate Judges end Up In Jail Like Kentucky Clerk?

GENEVA / PIKE COUNTY: Moments ago I read a AL.com article concerning the Kentucky Clerk who refused to issue same sex marriage license. The article states that the clerk could go to jail again.
Prior to reading this article I though the clerk had issued marriage license to a man and woman couple just not same sex couples.
But this quote was taken from the article:
Davis stopped issuing all marriage licenses in June after a U.S. Supreme Court ruling effectively legalized gay marriage nationwide. Two gay couples and two straight couples sued her. A federal judge ordered Davis to issue the licenses, and the U.S. Supreme Court upheld that order.
So, I take from the article that no marriage license were issued by the clerk. But the Federal Judge ordered her to issue them.
Now I am not debating the issue.
But in Geneva and Pike County Alabama the Probate Judge's stopped issuing marriage license period. To any couple.
But according to this article, those Probate Judges could go to jail if they do not issue them.
If someone challenges them.
AGAIN... I am not debating their stand, just asking the question.
