HOUSTON COUNTY:           Common plan, scheme and design.


That is the plan with Pat Thomas and Mark Culver. Thomas is seeking election as Houston County Commissioner. That comes after Thomas served as Dothan Commissioner and Dothan Mayor. Thomas did not seek re-election as Mayor because Thomas knew he could not be re-elected after only 4 years as Mayor.


Thomas and Culver are tight friends. And there are some issues the voters of Houston County need to be aware of.




  1. During the tenure of John White as Dothan Police Chief, Houston County Commission Chairman Mark Culver was secretly tape recording City of Dothan employees for Chief White. Culver was attempting to trap the employees in talking bad about Chief White in order for White to terminate those employees.




The only person who was aware of Culver trying to secretly record Dothan employees was none other than Pat Thomas. And Thomas was a Dothan Commissioner and not Mayor.




  1. Pat Thomas, as a Commissioner, was in private business with then Dothan City Manager Dennis Rubin. It was Thomas who would vote on Rubin having a job with the City of Dothan, a $ 160,000.00 Dothan taxpayer job. NO ONE on the Dothan Commission was ever told that Rubin and Thomas were in business together.




  2. Pat Thomas, as a Commissioner, was in private business with Dothan Area Chamber of Commerce President Matt Parker. The City of Dothan gave hundreds of thousand of Dothan taxpayer dollars to entities with the Chamber of Commerce. NO ONE on the Dothan Commission were aware that Thomas and Parker were in private business together.




  3. Mark Culver and Wallace Cooley were in private business together. Cooley was the husband of then Probate Judge Luke Cooley. Wallace was on the Houston County Personnel Board, which governed his wife’s staff. Culver broke the tie vote for Cooley to serve on the Houston County Personnel Board.




  4. Mark Culver and Wallace Cooley bought property that the Probate Judge sold on delinquent taxes. The list was produced by the Houston County Probate Judge.




There is a common plan, scheme and design between Mark Culver and Pat Thomas. That plan also includes Houston County Commission District 1 Candidate Larry Matthews.


Thomas and Matthews were Dothan Commissioner and Mayor when they shoved higher taxes down the throat of the people of the City of Dothan.


CULVER wants control. Through his putting Thomas and Matthews up to run, please understand…


The trio will raise every tax and fee humanly possible. The common, plan, scheme and design, in my opinion, is not for the “public service” or benefit of the residents of Dothan – Houston County.


The common plan, scheme and design, is for their rich circle of friends and themselves, in my opinion.


BEWARE…BEWARE…


Culver is a proven liar, snake and back stabber. And Culver, Thomas and Matthews…DANGER DANGER DANGER as Houston County Commissioners.
