Does County Have Surplus Of Solid Waste Fees?

MONTGOMERY: The Alabama Association of County Commissioner's were able to pass through the Alabama Legislature the Solid Waste legislation. This was a number of years ago.
All houses in a county, outside the corporate city limits, were charged a $ 15.00 per month fee for garbage collection.
In particular, you have a place at the lake. You only go on the weekends and toss your garbage bags in the back of your truck and bring back home to your business and put in your dumpster. WRONG. You are still required by law to pay the $ 15 per month solid waste fee.
In Houston County, for a long time I had a problem with it. The reason was 4 of the 5 Houston County Commissioners lived in the corporate city limits of Dothan and received free garbage.
That is no longer the way it is. Now three of the five Houston County Commissioners do live in the county.
But today I noticed on the Alabama Association of County Commissioners the $ 15 per month must be making a surplus. Over the years when the commissioners needed more money, it was always told they were loosing money.
In the 2016 Strategic Goals of the Alabama Association of County Commissioners, I found the following:
Solid Waste Fees
Alabama law currently limits use of solid waste fees to administration of a county’s solid waste program, which has historically been interpreted very narrowly. This legislation would allow for passage of local laws that would allow counties broader use of these fees, provided the use is somehow connected to the provision of solid waste services, such as upkeep of roads utilized for garbage collection and general administrative services.
I take that to mean, there must be a surplus if the State Association want to use the money for upkeep of roads utilized for garbage collection and general administrative services.
Am I reading it correctly?
