DOTHAN: On Tuesday Dothan Commissioner John Ferguson that he had backbone.
The Dothan Commissioners were on the item "purchases over $ 15,000.00". The item was the purchase of ball uniforms.
Houston County Commission Chairman went on industrial recruiting to bring industry to Dothan - Houston County a number of years ago. Houston County gave $ 250,000.00 plus "in kind" services to bring GLASSTREAM to Dothan.
Then Houston County Commission Chairman Mark Culver went into a personal business with the founder of Glasstream's daughter. They opened a business called NUW GRAPHICS located on Brannon Stand Road near Mt. Gilead Baptist Church.
When a bid is considered a "local preference" of 3% can be given to a "local" business in order to keep the business local.
The bid of more than $ 15,000.00, Culver and company were the low bidder, only if, the 3% local preference was given. And that was given.
Dothan Commissioner John Ferguson questioned if Culver and company were given the 3% local preference. That is when you heard choking from the City Manager microphone. Culver was given the 3% local preference but his business is not located within the city limits of Dothan.
Dothan Purchasing examined and without the 3% Culver and company tied. The City of Dothan policy then calls for a coin toss. And the toss of the coin, Culver and company loss.

HECK - Chairman Culver tried to get me kicked off the E911 Board because I mad him mad!
NOTE: The position of Chairman of Houston County Commission is a "full time" job paying almost $ 80,000.00 per year with a vehicle furnished. But often times Chairman Culver's personal vehicle can be seen behind the business during the weekday and workday at the county.

CITY COMMISSION POLICY - NO. 10
- A vendor having a place of business physically located within the city limits of Dothan and having a valid City of Dothan business license shall be entitled to a three (3) percent preference in bid award. A copy of a valid business license must be provided with sealed bids. Failure to include the business license copy with the sealed bid will result in disqualification of the 3% preference for that bid.
It turned out that NUW Graphics is not located in the city limits of Dothan. Bidders are requested to list their physical address on their bid and staff is to check as to whether they are inside the city limits. There were many items on that bid and that step was overlooked in error. NUW Graphics and Almega Sports tied for one group of shirts. In that case since the local bidder preference no longer applied, the procedure for a coin toss; with a witness, to break the tie was followed with Almega Sports being awarded the group of shirts.
