E911 SYSTEMS COORDINATOR ADVERTISEMENT

This will be a contract position with an annual compensation of $48,000.00. Benefits to include retirement
contributions to the Retirement Systems of Alabama, and other benefits as stipulated in the contract.
DEFINITION Under general direction, responsible for the management and administration of the Enhanced 911 system for the City of Dothan/Houston County Communications District that provides service of the E911 system including various radio, telephone, teletype and other communications systems serving law enforcement, fire service, and the emergency medical system.


The coordinator will keep the District Board and Advisory Committee informed on the needs and activities of the Communications District. The coordinator is appointed by and receives assignments from the District Board made up of the City Commission and two members of the Houston County Commission. The coordinator’s day to day dialog and reporting responsibility shall be to the Chairman of the District Board or his designee. The E911 Systems Coordinator meets with the E911 Advisory Committee and the E911 District Board as needed to discuss problems, projects and programs being worked on or proposed by various municipal staff, E911 agencies or vendors. This individual coordinates activities related to determining the needs of the Communications District, and establishes priorities for programs and projects on-going and proposed.


DUTIES
1. Provide overall management and supervision of the E911 Communications District. Recommends to the E911 Board through support of the E911 Advisory Committee the establishment of policies and procedures to ensure uninterrupted reliable emergency communications for citizens and user agencies; to meet service requirements and to ensure efficient and economical operations of the District. To outline short and long range planning to ensure continued reliable emergency communications for citizens and user agencies; defines goals and objectives and makes recommendations to the E911 Board.



2. The coordinator will set agendas, call meetings, and move projects through the E911 Advisory Committee.



3. Serves as the District’s liaison with direct and indirect questions or operational needs from customers, vendors, user agencies regarding administration, operational, technical, integration, etc.


4. The coordinator will be responsible for all aspects of the E911 District operations to include: maintaining databases, addressing of new and existing structures, bookkeeping, and coordination with telephone service providers as well as coordination with the Information Technologies (IT) staff on software needs, authorities and upgrades. Additionally, the incumbent will be responsible for coordinating with the State of Alabama E911 Board as well as closely monitoring proposed legislation that may affect the District.


5. The coordinator will have the authority to handle the E911 Communications District’s daily operations and to approve normal expenditures up to $2,500 on budgeted items.


EXPERIENCE/EDUCATION
A minimum of thirty-six (36) college credit hours or four hundred-thirty (430) instructional hours of college-level courses in Fire, Police Science, Information Technology, and/or management. This may include certifications from the FBI National Academy, APOST, Alabama Fire College, National Fire Academy, Emergency Management Agency, or other closely related agency.


> A Bachelor’s Degree in Business or Public Administration or closely related field is preferred.


> Five year’s experience in Fire, Police, public safety telecommunications or related emergency service field as a supervisor or administrator with a minimum of 2 years administrative experience.
