Felony Arrest for Firearms and Narcotics

On 04/28/15 investigators with the Jackson County Sheriff’s Office Criminal Investigations Division and the Jackson County S.O. Drug Task Force began conducting an investigation of possible illegal narcotics use at a residence located at 722 Satellite Road south of Graceville, Florida. This is the residence of Daniel Jefferson Carroll and his wife Devona Leigh Seale.  Further information obtained was that there was possibly firearms in the residence.  Investigators made contact with Seale on this date and obtained consent to search the residence. 

During the search of the residence Investigators located a 20 gauge pump shotgun concealed behind the living room couch.  Investigators also located numerous rounds of various caliber ammunition inside of the residence to include, 20 gauge shotgun shells, 22 caliber, 380 caliber, and  9 mm rounds.  There was also two empty gun boxes found for a 22 caliber handgun and a 380 caliber handgun but Investigators were not able to locate the firearms during the search.  Also recovered from the residence were items cosistant with illegal narcotics use.  Investigators confirmed that Carroll was an eight time convicted felon and as a result applied for and obtained an arrest warrant for a felon in possession of a firearm and ammunition.  It was also established that Carroll is currently on state probation out of Bay County for aggravated fleeing and eluding, aggravated assault on a law enforcement officer, felon in possession of a firearm and possession of a controlled substance.

Also during this investigation it was determined that Carroll had stolen a Smith & Wesson 40 caliber handgun and sold the firearm to an individual in Washington County.  Probable cause was again established to charge Carroll with grand theft of a firearm and another count of felon in possession of a firearm.  Additional warrants for these charges were applied for and obtained. 

On 05/01/15 Investigators established information that Carroll was hiding out at a residence located at 5274 Smokey Road east of Graceville, FL.  At approximately  12:00 p.m. Deputies with the Jackson County Sheriff’s Office, Agents with the Florida Department of Law Enforcement, and canine assistance from Jackson Correctional Institution and Apalachee Correctional Institution attempted to execute the arrest warrants for Carrol. 

At this time Investigators made contact with the occupants of the residence and confirmed that Carroll and his wife Devona Seal were inside of the residence. Deputies then began to search the residence to locate Carroll.  At this time Deputies made verbal contact with Carroll and Seale through a closed bedroom door.  Both subjects were given several verbal commands to surrender peacefully and exit the bedroom.  Both subjects refused to surrender to law enforcement.  Carroll repeatedly told Deputies that he had a gun and was not going back to prison.  Carroll continued telling Deputies that he was going to shoot himself or come out and make Deputies shoot him.

Fearing a potential murder/suicide situation occurring, Deputies continued to negotiate with both Carroll and Seal for the next two hours.  Carroll and Seal eventually agreed to lay down the firearm and surrender without further incident.  A subsequent search of the bedroom that the two were barricaded in was conducted at this time.  Recovered from the bedroom was a cocked,.22 caliber handgun with a fully loaded magazine and a small plastic bag containing methamphetamine.  The .22 caliber handgun was consistant with one of the empty gun boxes previously located at Carroll’s residence.      

 

Once in custody Carroll and Seale were taken to the Jackson County Correctional Facility to await first appearance.   In addition to the existing arrest warrants Carroll is being charged with a third count of felon in possession of a firearm, possession of a controlled substance and violation of state probation.  Seal is being charged with possession of a controlled substance and resisting a law enforcement officer. 

 

While Deputies were inside of the residence searching for Carroll they observed, through a glass door, several marijuana plants growing on the back porch.  After taking Carroll and Seale into custody Investigators interviewed the home owner, identified as Steven Edward Wilson, about the marijuana plants.  At this time Investigators obtained consent to search the residence for further illegal items.  As a result of this search investigators recovered 29 marijuanna plants, approximately ½ gram of methamphetamine, bottles of suspected meth oil, various other items consistant with the use and manufacture of methamphetamine and five firearms.

 

Steven Wilson and his wife, Penney Wilson, were subsequentally charged with possession of marijuana, one count of cultivation of marijuana, possession of methamphetamine and possession of drug paraphernalia.
