MONTGOMERY, AL (WSFA) -


We now have a better understanding of what led to the unexpected retirement of former U.S. Marshal Art Baylor last fall.


Ten months ago, we filed a federal open records request to obtain the findings of an investigation by the Office of Inspector General, and we finally received the information. The OIG concluded Baylor failed to report misconduct and acted inappropriately by intimidating and demeaning deputies – something Baylor strongly denies inside the report and denied when his retirement was announced.


The Office of Inspector General's report states the investigation was initiated after receiving anonymous complaints of misconduct by Baylor and allegations that portrayed Baylor running his office by fear and intimidation.
