On January 29 at approximately 6:13pm the Chipley Police Department began an investigation involving a traffic crash that resulted in the death of Thomas Richardson. On January 30 at approximately 5:15pm investigators with the Chipley Police Department located the vehicle that was involved in the traffic crash that killed Mr. Richardson. The vehicle was located at 104 Corbin Rd. Chipley. At the time of the crash CPD investigators were able to recover a damaged part of the car that was left behind at the crash site. After investigators analyzed the partial car part and several internet searches CPD investigators were then able to determine that the suspect vehicle we should be looking for was a 2010 to 2015 Dodge Avenger. CPD investigators were in the process of going door to door to every Washington and Holmes County resident that had a Dodge Avenger in this year range registered to them. As our community always does an individual came into the police department and said that they had seen a Dodge Avenger in the Chipley area with damage that was consistent with the damage of our suspect vehicle. Not only did the individual report the sighting of our possible suspect vehicle, the individual was able to provide us with the vehicle’s tag number which led us to Corbin Road. The resident and vehicle’s owner told CPD investigators on the night of the crash that they had loaned the vehicle to a Matt Horn. The home owner said that Horn should be inside the home. Officers with the CPD located Horn in the residence of 104 Corbin Rd. hiding in a bedroom closet completely covering himself with blankets. Horn agreed to come to the Chipley Police Department to discuss the circumstances involving the traffic crash. Horn stated to CPD investigators that he was driving the car on the night of the crash and stated that he knew he hit something but didn’t know what it was. CPD investigators do believe that alcohol played a part in the circumstances surrounding this event. I would like to thank the Florida Highway Patrol for assisting in the traffic crash. I would also like to thank this community for getting involved once again and assisting the Chipley Police Department in a very speedy arrest of the suspect in this case.
