HOUSTON COUNTY:   Recently members of the Houston County Commission met with Dothan Personnel Director Delvik McKay concerning the way Dothan provides pay increases to their employees.


Currently the Houston County Commission, when employees are hired, are given step pay increases an anniversary dates of employment.


But Houston County Commissioner Brandon Shoupe and some other commissioners want that changed to the "Dothan way of business".


In Dothan Supervisors meet with employees and establish goals and objectives for the employees to work towards achieving. During the year the employee is evaluated and counseled on their progress. At the end of the year if the employee, as per their supervisor, has reached those goals and objectives, then the employee is given the pay increase.


If the employee does not reach those goals and objectives then they are not given the pay increase.


Shoupe made a recent comment in his Wicksburg forum that he ran on the platform to change the way the Houston County workforce is compensated. That is a employee does enough to get by, they are given a raise. But if a employee is exceptional, and that employee does a good job then they can only be rewarded the step pay increase.


The Houston County Commission is learning the way and method from Dothan Personnel Director Delvik McKay. He told the commission it will take an extensive training of the workforce and supervisors.


DOTHAN WORKFORCE


While I have not done an extensive study of this plan, I have received many complaints from within the City of Dothan workforce.


There have been a number of complaints throughout the Dothan Fire Department on the pay scale and the administration of this plan. That many new hires are making the same pay as people who have been there for years.


Then there is a huge degree of non trust for the supervisors of the two government agencies. 


EXAMPLE:  A employee of the City of Dothan was sent on a out of town trip. He was given a food allowance to use while on the trip. He never ate but when returned used the food allowance to buy some chicken and carry home. The employee was terminated for that offense. But yet Department Heads and Supervisors are never held accountable for the mistakes they make and that cost Dothan hundred's of thousands of dollars. They are normally given raises.


So the workforce confidence in the supervisors are very little in giving fair and adequate evaluations.


But Commissioner Mark Culver and his fellow County Commissioners, through Houston County Personnel Director Sherri Thompson are pressing onward with their plans to change the way employees are paid.

So what they say can not be trusted. 


This way of evaluations might be the best. But you deserve correct and truthful information. And with Mark Culver, based on decades of experience with him, if he is not lying he is thinking of the next one. And a fellow commissioner, of which I am surprised, is following Mark Culver's pattern and practice.
