Houston County Commission Receives Request to Ammend Bingo Regulations

The Houston County Commission on Monday will be asked by council to slightly amend the Rules and Regulations for the Operation of Charitable Bingo in Houston County in order to remain current with the law as it is being rewritten and enacted by the Supreme Court on a case by case basis.  The only change will be in Section 1(a) defining Bingo to comply with the Cornerstone and St. Clair County Opinions.  The new language will state:

 

"Bingo" or "Bingo Games" shall mean the game commonly or traditionally known as bingo.  The characteristics of that game include the following: (1) each players uses one or more cards with spaces arranged in five columns and five rows, with an alphanumeric or similar designation assigned to each space; (2) alphanumeric or similar designations are randomly drawn and announced on by one; (3) in order to play, each player must pay attention to the values announced; if one of the value's matches a value on one or more of the player's cards, the player must physically act by marking his or her card accordingly; (4) a player can fail to pay proper attention or to properly mark his or her card, and thereby miss an opportunity to be declared the winner; (5) a player must recognize that his or her card has a "bingo," i.e., a predetermined pattern of matching values, and in turn announce to the players and the announcer that this is the case before any other player does so; and (6) the game of bingo contemplates a group activity in which multiple players compete against each other to be the first to properly mark a card with the predetermined winning pattern and announce that fact.

 

County Attorney Gary Sherrer will bring this up under his report and ask for and recommend approval.  It will take unanimous consent to consider.

It is time for ALABAMA to step in to 2010. People who are going to gamble or play slot machines are going to play. As it is, this money is going to FL, GA and MS. This show of power by the state is costing much more than what the state would probably receive in their "cut". Wake up Riley and Tyson...or would it cut into your cut too much?

LOL! it's over let it go. not sure if it is all that good or not. yes i went one time did'nt loose that much because i know when to stop. but,i sat there and watched a woman across from me spend over a 100.00 in one and get mad and all. i saw women trying to make deals with men for maoney to be able to play. so not sure about all of it. yes it ws fun but,alot of people do not know when to quit. true it is there choice but when it gets that way people will do anything to keep playing and that brings trouble and crime. think about it. i want go if it does open back up.

Does this mean we can't or should not play the games of chance at the Peanut festival? Or what if the Boy Scout have a fund raising raffle? Heck I even remember spending a ton of quarters playing video games at Adventure Land...The other thing I don't understand is why does all of Country Crossing remain closed? The Bingo Parlor is just one portion of the facility, if people really support Country Crossings the rest will do fine... Besides, I really want to see the Colt Ford concert in a couple of weeks!!

I, as well as most of the posts before me, am supporter of country crossings. I believe limiting bingo to one form only is like saying that if someone wanted to drive from point A to D that they had to drive by B and C because that is the traditional way even though a nice new bridge was constructed allowing travel straight to D. Things change, technology changes, and society changes, but that doesn't mean that Riley and Tyson can hold the people back just because they can't handle change. I also consider myself a republican and i hope that people don't think that because Riley is a republican that he represents the majority of republicans, because he does not. I will be glade when his term is over. I feel he has held Alabama back ever since he was first elected.

I,too,completely support Country Crossing,ButI still do not understand the issues of legality. As Brenda stated, what are we actually arguing here? And if the State Attorney General approved electronic Bingo for CC, previous to it being built,the issue here says he is not the highest legal authority in the state. This has gone beyond ridiculous with all of the people out of work at CC and all over the state due to the closings. Please let there be a decision made by the courts that will allow these employees to go back to work as this issue is being resolved. I do believe the people will be allowed to vote in the Nov. election, but that is a long time away for those struggling to earn a living. Is there not a such thing as a called referendum to speed up this process?

Not sure if anyone is still reading this but here goes. I am for these Electronic Bingos. Crountry Crossing is the best thing that has happened for the people in a long time. My question is this. I cannot go to C.C and chose to play games without it being Illigal. But I can take my child into Chuckie Cheese put money in the games and win a prize. This is a game of chance, you either get a high score for tickets or get a low one and get few tickets. All comes down to a prize. What is the differance when it comes down to it. By going there I'm teaching my child at a young age to gamble according to Riley. It should be my choice to go to a Bingo hall not his. Leave them alone for they are helping the counties with donation money.

Do not amend this. Leave it alone and let's see what the court decides. If we can ever get bingo to the people to vote then I am confident it will pass and Riley will lose. I can't wait to vote Riley out and bingo in.

Ummm...did I miss something here? Are we talking about legalizing 'traditional charitable bingo' or is the question weather or not 'electronic charitable bingo' is legal? I would imagine that 'electronic charitable bingo' could and will be created by whatever 'bingo' terminology the interpreter sees fit to use (BOB RILEY: "..what this means to me..." interpretation of the supreme court decision yesterday). Quite honestly, I don't even know what to ask because it's not clear to me what the real issues are or are not in respect to Bob Riley. Is it playing bingo? Is it playing 'electronic' bingo? (What's the difference...the odds are probably the same) Is it Ronnie Gilley? Who among our government heads can DEFINE what the real issues are without ambiguity and in laymens terms?
