MONTGOMERY, Alabama – A week ago Sen. Del Marsh, a Republican from Anniston and leader of the GOP supermajority in the state Senate was a man who, if he was not frustrated – and he said he was not -- was at least in the neighborhood of bothered.


The House of Representatives had passed legislation to allow public school systems to opt out of some law, rules and regulations, including some critical provisions related to tenure for teachers and principals. In addition the legislation would affect a host of other areas related to employee benefits like possible changes to sick leave policies.
