Locals in the Florida Tourism Industry say Spring Break is a Bust

PANAMA CITY BEACH, Fla. (WJHG/WECP) - If you're a local, it's not hard to see that so far the spring break crowds are a lot smaller than in the past. Some people are happy because they believe Panama City Beach's image needed to change, but others in the tourism industry say the loss of revenue is taking a toll on their business.
Spring break is in full swing in Panama City Beach, and while some college students did make their way to our beaches. This year pales in comparison to last year.
"It's drastic," Colleen Schwab, owner of California Cycles, said. "Last year we had kids that were lined all the way around the block, and that's not it this year."
Schwab said she's spent the past year in an uphill battle with the city to try and prevent the council from phasing scooters out completely. While that didn't pass, the city did pass a new law that requires Schwab to shut her doors at 5 p.m. during spring break, and no overnight rentals of scooters are allowed.
