Man Charged with Failure to Comply with Sex Offender Registration Requirements

On 4-4-17 at approximately 5:00 p.m. Richard Dewayne Banks, a sexual predator, was arrested on an outstanding warrant for Failure to Comply with Sex Offender Registration Requirements.
In Florida, sexual offenders and sexual predators are required to provide the Sheriff’s Office with certain information and documentation upon registering. They are also required to report any changes in this information within 48 hours of the change. Failure to do so is a third degree felony.
Included in the information they must provide by Florida Statute is:
their name, race, sex, date of birth, height, weight, hair and eye color, tattoos, scars, birthmarks, social security number, Driver’s License or I.D. number, (complete with offender or predator designation), all addresses, including permanent, temporary, and transient, all telephone numbers including cell, home, work, etc., the make, model, color, year, VIN, and tag number of all vehicles including personal, work, or any vehicle registered to anyone that resides in the same residence as the offender or predator, all email addresses and internet identifiers including social media accounts and ANY means of communicating electronically, employment information on all jobs, any affiliation with any school or college including enrollment, employment, or volunteer status, a copy of their passport, any professional business license, and current probation status.
At the conclusion of their initial registration and at each subsequent registration, the offender or predator must sign a form indicating that they understand their statutory obligations and that they have been truthful regarding the information provided.
Mr. Banks was deceptive regarding his employment after being given three opportunities to correct the inaccurate information. A warrant was obtained and he was taken into custody without incident and lodged in the Jackson County Correctional Facility to await first appearance.
