ASHFORD - HOUSTON COUNTY:     It was the 2013 that the United States Department of Homeland Security, Region IV, Federal Emergency Management ( FEMA ) authorized repairs for Ashford Alabama.

The letter dated February 20, 2013 was sent to a representative of the Alabama Emergency Management Agency. The letter addressed "hazard mitigation grant program ( HMGP ) Project 1842-0004R, Town of Ashford drainage project."

The letter gave approval for the work in the amount of $ 589,835.00 for the total cost of the project. The letter reads " the project Non-Federal share of $ 147,459 will be equally shared by the Town of Ashford and Houston County.

The project has long been completed and the entire project cost that was to be shared by the Town of Ashford and Houston County, well Mark Culver and Doug Sinquefield has never paid the City of Ashford the Houston County portion of $ 73,729.50.

According to sources Culver states that he can not find in the minutes of the commission meeting where the Houston County Commission ever approved a matching share.

So the City of Ashford has been stuck with the entire payment for the work. Although there might be some file footage of TV Stations that reflect Culver committed to it.

The Houston County Commission will not let the public address the commission at regular commission meetings. They can only address the commission at Administrative Meetings. This practice of Culver, and supported by the Houston County Commission, is done because there are no "official records and minutes" maintained at Administrative Meetings. They are only maintained at regular meetings. Therefore anything the public addresses the commission on there are no official records.

And Culver, supported by the commission, states you can only "address" the commission but not ask them any questions.

Culver denies any agreements. We have a useless Dothan - Houston County Emergency Management Office so we can not get official answers. Culver holds a PHD/Doctorate in being a liar. Another Commissioner is a fast second because he gets figures wrong to the public when he holds press conferences.

But all we know, the Houston County Commissioner that serves Ashford, Doug Sinquefield, has done nothing to assist the City of Ashford in the county responsibility of $ 73,729.50. Culver has amnesia.

I guess we need to thank the City of Ashford that your $ 73,72950 went to pay for Mark Culver’s business partner’s family business...Glasstream.
