Rep. Paul Lee, Members of Alabama Legislature, Are Working To FIX State Government

MONTGOMERY:    We wrote a article concerning Spencer Collier, Secretary of Alabama Law Enforcement Agency, his management skills and his raise of over $ 17,000.00 per year.


In the article we referenced asking Alabama State Representative Paul Lee about the raise.


In recent budget hearings Representative Lee and other Legislators asked the difficult questions to Spencer Collier and other agency heads. A lot of tension in the budget hearings because the legislators are sick and tired of business as usual.


When Collier asked for 600 or more Alabama State Troopers, Lee and others asked how many is really needed. The figure discussed, understand no budget yet, was some 400 Troopers.


Members of the Alabama House, Representative Lee and others, are of the mindset, to ever "fix" state government, they will have to ear mark budget departments.


What is "ear mark" budget? That is where the Alabama Legislature funds things like the "road Troopers". And that money can only be used for "road Troopers", nothing else.


You will hear agency heads complain. But when they are not managing, when they are using departments and people as their "pawns", how do you fix it and stop it?


The appropriate answer is, fire the agency heads. And you are correct. But here is the problem... people like Spencer Collier are appointed by the Governor. The Alabama Legislature is not the appointing authority. So the Legislature does not have control on the "who", they only have control on the funding.


And for the record, the Legislators, Representative Paul Lee, DID NOT approve the raise of Spencer Collier or give Spencer Collier the pay raise.


That is solely at the hands of Alabama Governor Robert Bentley. And Bentley can not seek re-election as Governor. He is currently age 72, means age 74 or so when this term ends. He has to stay out for 4 years, which means he is knocking on the age of 80 when he would be eligible to run for Governor. And he got a divorce so he has no wife to run for Governor.


So the odds that Robert Bentley really cares, are very slim to none. Collier will continue to mismanage the Alabama Department of Law Enforcement because Governor Bentley will allow him.
