SENATE BILL 44 PASSES SENATE JEOPARDIZING STATE LAW ENFORCEMENT

Montgomery: State Troopers are critically understaffed and operating with less than half of the needed officers to patrol Alabama highways. Today’s passage of SB44 in the Senate, sponsored by Senator Bill Holtzclaw, further jeopardizes state law enforcement and the safety of Alabama citizens.

“Providing public safety is the primary function of state and local government. As a legislator, I experienced eight regular sessions and 10 special sessions, and I have served over four years as a cabinet member and I have never seen the introduction of a non-budget piece of legislation with the specific intent of defunding state law enforcement.  The subsequent passage in a pro-law enforcement state like Alabama is unsettling.  The Senate voted to effectively take State Troopers off the road and scale back Alabama’s state narcotics enforcement,” said a stunned Secretary Spencer Collier.  “Many of our State Troopers and Special Agents are putting their lives on the line at this very minute and they deserve better than the message the Senate sent them tonight. Thankfully, we can turn to the House of Representatives.”

State Troopers are currently staffed at 42% -- there is one county without a State Trooper, four counties with just one and a dozen Alabama counties with only two State Troopers.  A recent study by the University of Alabama’s Center for Advanced Public Safety, found that the State of Alabama should have a minimum of 1,016 State Troopers patrolling Alabama’s highways.  Currently, there are 431 State Troopers patrolling the highways and with the passage of SB44, this number could be reduced further. For comparison, the Montgomery Police Department has 453 officers, meaning there are more officers in the capital city than there are State Troopers in the entire state.

Secretary Collier continued, “Public safety and continued funding of state law enforcement is a critical issue.  We ask the citizens of Alabama to contact their legislators and voice their support of state law enforcement.”
