On April 21 at approximately 10:55pm officers with the Chipley Police Department were
dispatched to the area of 9th Street in reference to a shots fired call. Once officers arrived they discovered a large amount of blood in the street along with spent shell casings. Officers also discovered a white four door car left abandoned in the ditch of 9th
Street. A short time later officer’s were advised there was a gunshot victim in the emergency room at North West Florida Community Hospital.

Investigators responded to the hospital where they identified the victim as 39 year old Carlon Smith of Jackson County. Smith stated that he was standing in the street when a white four door car approached him. Smith stated that the passenger got out of the car and stated to him give me what you got. Smith said he told the suspect he didn’t have anything. Smith stated that the suspect then shot him in the head with a large black handgun. Smith said he then fled to the Anderson Street Housing apartments where he was transported to the hospital by a friend.

The driver of the abandoned car was identified as a 16 year old Chipley resident. While trying to flee the area the car got stuck in a ditch on 9th Street. The driver claims he had no prior knowledge that the shooting was about to take place. He said he actually left the suspect once the shooting occurred. We identified the shooter as 21 year old James Gregory Kirkland of 9th Street Chipley.

At approximately 5:30pm on April 23 we were able to take Kirkland into custody without
incident. We also located a 45 caliber handgun that we believe is the gun used to shoot Smith. Kirkland was transported to the County jail where he was charged with aggravated battery with a deadly weapon and robbery with a firearm.

Please continue to call with any information concerning illegal activity. You can call the
Chipley Police Department at (850) 638-6310. If you want to remain anonymous you can call the Crime Stoppers of Washington County at (850) 638-TIPS.
