Traffic Stop Leads to An Arrest in Jackson County

On 9-19-16 at approximately 1:41 pm a member of the Uniform Patrol Division of the Jackson County Sheriff’s Office conducted a traffic stop near the intersection of Hwy 90 and Hwy 71 North on a vehicle that displayed an expired license plate.
While speaking with the driver, Larry Dewayne Neel, the Deputy noticed that his hands were shaking and he appeared to be nervous.
Once a second unit arrived, K-9 “Max” was deployed to conduct a ‘free air sniff” of the exterior of the vehicle. A positive alert indicating the odor of narcotics coming from the vehicle was given at the driver’s door.
Neel was asked to exit the vehicle and was escorted to the front of the marked patrol unit. The Deputy noticed that Neel had something concealed in his mouth. Shortly thereafter Neel was observed chewing the object and the Deputies could hear plastic cracking.
Neel initially refused to comply when ordered to spit the object out but was forced to do so eventually. The object, which was a contact lens case, was recovered. A crystal-like substance was found inside the case. The substance was later field tested and indicated a positive result for methamphetamines.
Inside Neel’s vehicle a large amount of rifle ammunition was located as well as a pair of brass knuckles. Additionally, two cut straws, commonly used to ingest narcotics were found in the driver’s side door panel. A criminal history check revealed that Neel is a convicted felon and is therefore prohibited from possessing ammunition.
During the inventory search of the vehicle two driver’s licenses were located in Neel’s wallet. One of the licenses was previously reported stolen.
After being medically cleared at Jackson Hospital Neel was lodged in the Jackson County Correctional Facility to await first appearance.
