Some do not realize one of the duties a Sheriff has, especially a Sheriff of smaller counties. He has to make personally sure that groceries are purchased and meals prepared for the prisoners in the jail. At the time of the chase the Sheriff was in the middle of fulfilling his administrative duties of getting groceries.
