What Is Dothan Personnel Director Hiding?

DOTHAN: A recent email discussion with Delvick McKay of the Dothan Personnel Board has resulted in some unacceptable answers.
My questions were simple:
(A) What was the salary of the fire chief 5 years ago and what is the salary today?
(B) What was the salary of the police chief 5 years ago and what is the salary today?
(C) What was the salary of a police officer 5 years ago and what is the salary today. Pick any police officer. Do not give me their name, McGruff is fine.
(D) What was the salary of a fireman 5 years ago and what is the salary today. Pick any fireman. Do not give me their names, Sparky is fine.
I go the police and fire chief, but McKay for some reason is unable to answer a simple question on a policeman or fireman. And the question is real simple.
Here is the answer he submitted which is in parenthesis; ( I can not figure why it so difficult to answer a simple question of Delvick McKay is hiding something.
3. Salary for a fireman...pick any, 5 years ago and what it is today. You can name him Sparky. Not interested in his name. (This request does not qualify as a public record. This would constitute work product where analysis, hypotheticals, and other undetermined variables would have to be considered.)
6. Salary of a policeman....pick any, you can name him McGruff. What was salary 5 years ago and what is it today. (This request does not quality as a public record. This would constitute work product where analysis, hypotheticals, and other undetermined variables would have to be considered.)
