With The Apprehension Of Kidnapping Suspect Comes A Lot Of Questions To Be Answered

DOTHAN:   Tips provided by citizens to law enforcement led to the arrest of the Dothan kidnapping suspect.

Early this morning just before 5 AM members of the FBI SWAT Team in Cincinnati Ohio arrested the man reported to be the step father of a 15 year girl and her mother.

Reports are the FBI arrested Charles Dean Parten on federal kidnapping charges and the mother of the 15 year old, Julie Ann Bethke on charges from the State of Alabama.

The 15 year old and five (5) siblings have been taken into protective custody.

Could Be A Lot Of Fall Out From This Case

There could be a lot of fallout from this case. The fallout could involve issues well before the kidnapping and after the kidnapping.

Prior to the kidnapping, according to sources, the 15 year old was ordered to wear an electronic monitoring device. If the sources information proves to be correct, members of the Alabama Department of Human Resources ( DHR ) went to a Barbour County Judge and requested the electronic monitoring device be removed from the juvenile.

No doubt if the female was kidnapped the suspect would have removed the electronic monitoring device. However, the removal might not have happened in time from the kidnapping to apprehension.

We have no way of proving the information at this time because authorities will claim “confidential” involving a juvenile. That is the way of preventing the truth from being made public and public officials from being held accountable for their actions.

According to sources a Barbour County Judge sit on the removal of the five siblings from the custody of the mother and stepfather. According to sources had the Judge acted and not sit on the information, some of the actions could have been prevented. Again, something we will  not know because the information will be classified as “confidential” as a juvenile matter. Another example of public officials not being held accountable for their actions.

Members of the Dothan Police Department Criminal Investigation Division worked countless hours in the apprehension of the suspects. Along with DPD has been members of the FBI and other agencies. That co-operative effort resulted in a successful ending to what could have been a tragic situation.

However, this case has identified some problems with the activation of AMBER Alerts. A system put into place to send immediate alerts for kidnapped children. Those problems will result in a review of the policies and procedures in order to solve issues in the alerts.

Questions About Relationship Of Parten and 15 Year Old

And some questions remain about the relationship of Parten, the reported stepfather and the 15 year old. Reports are that possibly Parten was not the stepfather. Reports are that he could be the father of her child.

Reports are that Parten and the 15 year old were caught in a sex act out of state. Questions surround that information and why authorities did not make arrests at that time.

Conclusion

While the arrest is successful, several questions will be answered. And many of those questions begin in Barbour County.

A county where you have one District Judge and one Circuit Judge. Over the years a lot of questions surround that county. A lot of questions surround Judge Smithhart, the Circuit Judge for Barbour and Bullock County. In this case it might not be Judge Smithhart but the District Court Judge.

I just wish I have the time to devote to searching for the answers to the questions of Judge Smithhart. Some very disturbing questions concerning a man which has a lot of power. He is the ONLY Circuit Judge in Barbour and Bullock Counties.
