HOUSTON COUNTY:    D-3 Houston County Commissioner Ricky Herring asked the Houston County Commission for a resolution asking the Alabama Legislature to draft and pass legislation changing the appointment procedure for members of the Southeast Alabama Health Care Authority.


Of the 13 members of the Health Care Authority, which is the managing board of Southeast Health, the Houston County Commission selects 13 of the members. But commissioners have to select from a list submitted by the "sitting members of the Southeast Alabma Health Care Authority".


Houston County D-3 Commissioner Ricky Herring asked for another name to be added to the list. Herring wanted to appoint someone who was not on the submitted list from the "sitting board".


The "sitting members" of the Southeast Alabama Health Care Board have refused to change their list and add the name D-3 Commissioner Ricky Herring wanted added. 


After much discusion on Thursday at the Houston County Administrative Meeting, the fellow Houston County Commissioners sided against D-3 Commissioner Ricky Herring and stayed with the procedure preferred by the "sitting board" of Southeast Alabama Health Care Authority.


The Southeast Alabama Health Care Authority has refused  D-3 Commissioner Ricky Herring's request. 


BUT, I AGREE WITH D-3 COMMISSIONER HERRING...  


The appointments are made by members of the Houston County Commission. But the commissioners are required to select from a list submitted by the "sitting board members".


Houston County Commissioners are not allowed to attend the meetings of the Southeast Alabama Health Care Authority, nor any member of the public. The commission nor the public are allowed copies of minutes or information from Southeast Alabama Health Care Authority.


If the appointment is the responsibility of the Commissioner, then it should be allowed. If a commissioner picks someone who should not, the check and balance should be with the other commissioners. And on Thursday they proved they could do that when they said NO to D-3 Commissioner Ricky Herring.


But things need to go further. The commissioners should be allowed to attend the meetings of Southeast Alabama Health Care Authority and be allowed minutes and records in order to know what is happening.


So Rickey Stokes does agree with D-3 Commissioner Ricky Herring there needs to be some changes.
