HOUSTON COUNTY:    11:52 AM   All members of the Houston County Commission met in their regular scheduled Administrative Meeting.


The commissioners normally meet at 10 AM the Thursday before the regular scheduled commission meeting. It is at this meeting the commissioners ask questions and discuss items on the proposed agenda for the Monday meeting.


One item on the agenda is a request for a Lounge Retail Liquor-CLass 1 License - JCBC Good Times, d/b/a Horizon Bar and Grill located at 14634 West U.S. Highway 84, Newton Alabama. Most addresses in Wicksburg are listed as Newton Alabama but are in Houston County.


D4 Commissioner Brandon Shoupe expressed concerns and questions about this request. This is the old Teaser's Lounge whi8ch was a gentleman's club where there was a lot of violence. Commissioner Shoupe said this request was from the same owners of Teasers. Under Alabama Law, once the gentleman's club closed it can never be opened as a gentleman's club so this is as a bar. D3 Commissioner Ricky Herring also expressed concern and asked for the applicant to be at Monday's meeting because he and other commissioners have questions. D4 Commissioner Shoupe asked were they required to put on the agenda and Chairman Culver said they needed to and it could be voted up or down.


Two requests from Matt Parker of Dothan Area Chamber of Commerce on Brownfield Tax Abatement projects. Both projects were already approved by the commission, however with the rising costs the projects are considerably higher. One of the projects is a motel.


A request from the Houston County Health Authority concerning the 4 mills property tax. That will be in another article. Almost one hour of explanation and questions. According to Alabama Supreme Court rulings it appears the Houston County Commissioners have no choice in this matter. This 4 mills property tax passed decades ago. The hospital reduced the amount collected for years but with the increased costs they feel they need this money collected again.


The Houston County Commission approved a request from the City of Ashford for site work for a new Ashford Fire Station.


In the Administrative Meeting the commission can not vote on an issue. They discuss the items on the agenda and move forward to the Monday meeting.


On Monday at 10 AM the items will be on the agenda and at that time the commission will vote yes or no.


Chairman Culver said today he has 54 days left as Chairman of the Houston County Commission. A post held since I think 1997.
