Bay County Double Motorcycle/ Double DUI Crash and Arrest on Thomas Drive

Bay County, Florida:On March 21, 2024 around 10:40 pm a Florida State Trooper Responded to the area of State Road 30 (Thomas Drive) and Sterling Cove Blvd due to a traffic crash involving two motorcycles. Upon arrival the Trooper met a second Trooper on scene along with first responders who stated both motorcycles were traveling westbound on Thomas Drive when a possible unknown vehicle pulled into their path and left then he scene. D01 attempted to avoid the vehicle and as a result collided with D02 by swerving into his path of travel. Both drivers separated from their motorcycles and sustained non-incapacitating injuries as a result of the traffic collision.


D01- Kade Hawkins (resident of Panama City) refused ems on scene and was treated and released to complete the traffic crash investigation. He was riding a 2020 Black Harley Davidson motorcycle


D02- Robert Sullivan (resident of Panama City) was transported to a local hospital for his injuries. He was riding a 2023 Green Indian Motorcycle.


Based on statements, observations, and training and experience of Trooper Abraham a DUI investigation was conducted on Mr. Hawkins on scene and he was sequentially taken into custody for DUI (.148/.148). he was then taken to a local hospital to be medically cleared before being released to the Bay County Jail.


Robert (Rob) Sullivan was transported to Ascension Sacred Heart Bay Medical where Trooper Abraham contacted him. Post Miranda Warnings and Implied Consent Warning he refused all SFSE’s and a lawful test of his Breath while standing on his feet. Refusing any further medical treatment from the hospital, he signed himself out. At that point he was arrested and transported to the Bay County Jail for DUI refusal.
