Commissioner Herring Did Not Make Appointment To S.E. Alabama Health Care Authority

HOUSTON COUNTY:    The Houston County Commission met this morning in their regular scheduled meeting.


The last agenda item was appointments to Southeast Alabama Health Care Authority by District 1 and District 3 County Commissioners.


The appointments were made one by one. The first was District One Houston County Commissioner Curtis Harvey. D-1 Commissioner Harvey made the motion for James Kelley to be re-appointed. The motion was second by D-2 Commissioner Sinquefield, and passed without discussion or opposition.


There was absolutely no mention of District Three Commissioner Ricky Herring's appointment. 


The commission moved onto other business followed by adjourning.


Following the commission meeting both Peggy Ussery of The Dothan Eagle and myself asked D-3 Commissioner Herring what's up with the D-3 appointment.


Commissioner Herring said Taylor Knight, one of D-3 Commissioner Herring's appointments to Southeast Alabama Health Care Authority called him and asked for him to meet with Knight and the Health Care Authority Board attorney.


D-3 Commissioner Herring, when asked by Ussery if he still planned on legislation in the 2022 legislative session to change the appointment procedures to the Health Care Authority. Commissioner Herring replied, yes.


This issue has brewed since the last commission meeting. The D-3 appointment, which was made by former D-3 Commissioner Jackie Battle is Lance Sheppard. Until D-3 Commissioner Herring makes an appointment Sheppard will remain on the Health Care Authority.


The Southeast Alabama Health Care Authority has 13 members. Of the 13, the Houston County Commissioners each have three appointments, the Chairman of the commission - none. But the sitting board submits three names to the commission they "say" the commissioner is required to select from.


Commissioner Herring asked for Steve Hicks name to be on the list. The submitted list did not include Hicks name. The first meeting the subject came up Herring was stern that his appointment would be Steve Hicks.


This past Thursday Administrative Meeting Commissioner Herring stated no one from Southeast Alabama Health Care Authority has contacted him. And Herring stated his re-appointment or appointment. This morning when it was not mentioned and asked about the appointment is when Herring said Taylor Knight requested to meet with him and the Board Attorney.


The Southeast Alabama Health Care Authority meets in secret. No one is allowed in the meeting, to include the appointing authority being members of the Houston County Commission. And no member of the Houston County Commission is allowed to have copies or access to the minutes of the board meetings.


The stand off continues but Commissioner Herring's stern stance has seemed to weaken as meetings pass.
