Ethics Commission Forwards Complaint On Rickey Stokes To Alabama Attorney General

MONTGOMERY:     Earlier today WSFA called me and told me the Alabama Ethics Commission had referred a Ethics Commission complaint filed against me to the Alabama Attorney General’s Office for review.


For about the past two years I have worked with Dothan – Houston County Emergency Management. The initial responsibility was Field Operations Liason. Specifically working with the volunteer fire and EMS across Houston County.


Later after a employee resigned the position was changed to Chief of Staff. But my focus role remained the same as working with fire and EMS across the county.


Someone filed a Ethics Complaint that I used resources from the job in EMA for personal gain. The Alabama Ethics Commission sent a letter and said the allegations had been investigated and the matter closed. In the same letter clearing me the Alabama Ethics Commission stated an additional complaint had been filed with the same allegations with additional evidence.


The letter read there would be a hearing before the Alabama Ethics Commission. The first hearing I asked for a continuance and procrastinated until yesterday to stick my head in the rules and regulations of the Alabama Ethics Commission.


After learning the Ethics Commission is not required to inform me of the specific time frame the allegations occurred, or what specific thing I was to have done, I thought how do you prepare a defense. In further study it would be held in secret, the respondent ( which would be me ) does not get to hear the complaintant testimony ( face your accuser, the proceedings are held in secret like a Grand Jury, that I made the decision not to be present. And that is a option under the rules of the hearings for the Alabama Ethics Commission.


Then I spoke with legal counsel late yesterday afternoon. Was told the Alabama Ethics Commission could refer it to the District Attorney or Attorney General. While that would cause publicity and negativity, the referral did not mean they found criminal activity but means they found that there was probable cause to refer to the Attorney General.


STAND BY THE FACT THAT…


I have not violated the Alabama Ethics law. I do not need Emergency Management for either rickeystokesnews.com or A – Advantage Bonding.


While I could detail a lot, I will wait on detailed explanations.


Since 1977 my passion is and has been emergency services. I love(d) being a part of creativity for the future of emergency services and the planning for the 911 call that has not happened yet.


Most of my 44 years has been spent in and around the legal arena and/or law enforcement arena. It was only after I started with Emergency Management my focus on fire and EMS. Since that time I have a greater respect for both.


As Emergency Management part of the responsibilities has been identifying obstacles and how to overcome them to allow the fire and EMS across the county to operate better. What challenges do they face. And manpower is one of those issues.


When Rickey Stokes is on the end of  the fire hose, you know manpower is a issue. But since being with Emergency Management that has happened.


And at age 58 that is work!


WHERE DO I GO FROM HERE?  


No clue. That is something that I have to wait and see.

Thank you to Dothan – Houston County Emergency Management Director Chris Judah. He gave me the opportunity to be a part of the passion I have and that is emergency service.


Director Chris Judah gave me the opportunity of working side by side with some of the greatest people that exist. And that is the men and women who devote their time and energies to the 911 calls that have not happened yet, and working to save lives and property.


Director Chris Judah gave me the opportunity to read in detail scene action reports of emergencies across the county. Learning the obstacles and working on solutions before the problems rise here, in the 911 calls that has not happened yet.


To the members of the hiring Houston County Commission that hired Chris Judah as Dothan – Houston County Emergency Management Director. He and the staff ( excluding me ) do a fantastic job in their service above self to the community.


Rickey Stokes, publically, is controversial. And with that comes those against me.


Again I have not violated the Alabama Ethics Laws nor have I used the job with Emergency Management to my gain.


MY SON’S AND STAFF HAVE TOLD ME REPEATEDLY…


If I put as much focus on the business as I do Emergency Management and Emergency Services, what could the businesses be.


Because emergency services is my passion, I turned down a offer from a out of town investor to move rickeystokesnews to 20 more counties. And that investor was introduced to me by a mutual friend.


I had my head focused in EMA, emergency services and the future. Was not sure my concept would work in that large of an area. Again my head was stuck in EMA and emergency services to be focused on that.


But, obstacles develop to change a persons direction and focus. I accept obstacles as challenges and opportunities.


We will see what the future holds. One thing for sure, I am not here to embarrass Houston County, Dothan, Emergency Management, Chris Judah or any of the Houston County Commission Chairman, any member of the Houston County Commission in my role with EMA.


This is a challenge and the future might be my stepping aside and pushing the future as rickeystokesnews.com rather than EMA Rickey Stokes.


Unless Chris Judah or County Commission Chairman ask me to, I am not making a hasty decision.


But please understand, my passion since age 16, year 1977, is emergency services and improvement for the 911 call that has not happened yet.
