FIRE and EMS:   Since 911 the fire and EMS services went to plain talk language on the radio and to a command system. 

Law Enforcement has resisted the plain talk language and the command structure.

HERE IS HOW IT WORKS:   The 911 dispatch system is required to have Emergency Medical Dispatchers. These dispatchers answer the EMS calls. They are trained to give life saving instructions and have que cards when they are presented with different medical emergencies and how to (A) calm the caller (B) get the caller to begin life saving measures.

AS THE 911 EMERGENCY MEDICAL DISPATCHER is giving those instructions a second 911 dispatcher is rolling the emergency services to the emergency. The one talking to the person calling 911 is not the one rolling emergency services. So do not get mouthy with the Emergency Medical Dispatcher in saying SHUT UP and ROLL HELP. Rest assured while they are talking to you emergency services are being rolled.

HOW IT GOES ON DISPATCH:  

DISPATCHER:   Rings down the fire stations or in the county pages the fireman and EMS units.

FIRE/EMS:    Emergency unit of jurisdiction and responsible calls enroute to the scene. Example Slocomb Engine 5 calls enroute to the scene. The Fire Chief Call Number in Dothan or Slocomb is:  FIRE CHIEF or SLOCOMB FIRE CHIEF. In the county, like Kinsey Fire Chief is 6500.

ONCE THE FIRE or EMS ARRIVE ON THE SCENE:  The first unit on the scene, regardless of who, calls COMMAND. The structure fire posted earlier was on Village Lane. The first engine on the scene was Engine 3.  When Engine 3 reports to 911:  Engine 3 arriving on the scene, Village Lane. It is a single story - residential structure and nothing is visible, Engine 3 is VILLAGE COMMAND, all units go to level one staging, investigating. ( This is called a BIR - brief incident report - which tells all other responders what type structure, any signs of fire or smoke, and all responding units do not connect to the fire hydrant or lay water lines in at this time, VILLAGE COMMAND is investigating.)

The Captain on Engine 3 is now COMMANDING THE SCENE. The fire engines or EMS units arriving are to report to the COMMAND. Each have a "passport" that has the names of all personnel on the fire engine or EMS unit. Command keeps accountability.

Once the Battalion Chief ( Dothan ), or Chief in the county arrives on the scene they assume COMMAND all allow the Captain to return to his/her engine company. 

Dothan - Houston County Emergency Management responded in the county and assisted the fire fighters, EMS or Chiefs. Often times the Chief is actively engaged in the operation of the emergency. COMMAND is designed to be stationary, visible of the scene, all resources needed are on the way, everyone is safe and accounted fire, and operation is running smooth.

WHEN DISTRICT 3 HOUSTON COUNTY voted for Ricky Herring and elected him, he came in thinking he knew everything. AND HE DOES NOT. He told Emergency Management they were resources only and not responders. I have been in the emergency field since 1977 - and I did not know all of the challenges of fire and EMS until I started with Emergency Management. And I can tell you Ricky Herring is a dummy in this area and has zero clue. And that is ON THE RECORD!  

COMMAND has bench marks and the 911 center is running computer timers as the operation is on going. The primary goal is everyone goes home and secondary a successful operation.

Just a little brief operation explanation of fire and EMS. And a explanation of watch who you vote for. Because they interject where they have no business to do so. And the public has no clue unless they are told.
