Houston County Commission 25 Minute Administrative Meeting - Chairman Got Mad

HOUSTON COUNTY:      The Houston County Commission met in their regularly scheduled Administrative Meeting. Commissioner Sinquefield was in meetings for two days on the state level where Commissioner Sinquefield serves on boards.


Houston County Sheriff Major Bill Rafferty mad Chairman Culver postal mad. The Major jumped the commissioners over not approving last year a new pod in the Houston County Jail, or approving two pods this year as well as not approving 16 new Corrections Officers for the jail. Major Rafferty told the commission there are 25,000 plus unserved arrest warrants and that law enforcement is limited on the arrests which can be made due to space right now. Rafferty said the commissioners have not done enough on legislation to fix some of these problems.


When he finished Chairman Culver said he has a telephone in his office and it has not rung during the budget process to discuss this issue. Chairman Culver then rapidly hit the other items on the agenda.


The public would not know if these items requested were discussed or not in the budget hearings. The Houston County Commission, in my opinion, deliberately violated the Alabama Open Meetings law when the budget meetings were held behind closed doors. The Chairman had me removed from the meeting however he said it was the Administrators Meeting and not the Commission Meeting, yet I personally saw everyone on the commission there but D-1 Commissioner Curtis Harvey.


So much for D-3 Ricky Herring’s ACCOUNTABILITY and TRANSPARENCY.


The Commission did a moment of silence and prayer in remembering the 20th year since 9/11 and the 13 solders who died recently. Following the moment of silence D-1 Commissioner Curtis Harvey led the commission in prayer. Chairman Culver then read a proclamation.


All other items were approved.


From Call To Order until Adjourn, 25 minutes.


Each Commissioner Makes  $ 33,000.00 per year, plus $ 250.00 per month ( $ 3,000.00 a year ) auto allowance, health insurance and member of Retirement Systems of Alabama. In ten years a commissioner is vested in the state retirement system. 


The Chairman makes $ 81,000.00 per year, health insurance, state retirement and furnished a vehicle.


Dothan Commissioners make only $ 21,000.00 per year with no retirement. The Dothan Mayor makes $ 42,000.00 with no vehicle.
