Houston County Commission Appoints Jennifer Stanley to 911 Board

DOTHAN - HOUSTON COUNTY:   Today the Houston County Commission unanimously appointed Jennifer Stanley as the representative for all of Houston County to the City of Dothan - Houston County Communications District Board. Better known as the 911 Board.


Jennifer Stanley will begin her service on the board officially on August 23, 2019. The term is for 4 years.


Jennifer Stanley started as a dispatcher for the City of Enterprise. She later went to work with the City of Dothan Communications Division. After a number of years she had the desire to attend law school, of which she did.


Jennifer worked hard and is now an Assistant District Attorney for the 20th Judicial Circuit.


She brings tremendous experience and knowledge of emergency communications as the representative for the entire Houston County.


The board consists of nine people. There are four mandatory positions, those being one appointed by the Houston County Commission ( Stanley ), and four by the Dothan City Commission ( Jason Rudd, Randy Morris, Chris Judah and Joey Pilcher ). There are four positions who their service or designee is required by law, those being Dothan Police Chief ( Steve Parrish ), Dothan Fire Chief ( Larry Williams ), Houston County Sheriff ) Designee Chief Deputy Jeff Carlisle ) and Houston County Fire Chief Association Jimmy Posey.


A 911 system can be established one of four ways. The City of Dothan - Houston County Communications District ( 911 Board ) is set up where the Board does not manage the 911 Centers but the technology and future technology and the building.


Dothan Police Chief Steve Parrish serves as Chairman of the Board. Dothan Fire Chief Larry Williams serves as the Treasurer of the Board.


The Dothan 911 Center, all employees who answer 911 calls and dispatch Dothan Police and Dothan Fire calls answer only to the Dothan Police Chief or his ranking staff assigned to manage that division.


The Houston County Sheriff 911 Center, all employees who answer the 911 calls and dispatch everyone in this county but Dothan work strictly for Houston County Sheriff Donald Valenza or his ranking staff assigned to manage that division.


The Houston County Sheriff 911 dispatches for all Houston County Sheriff Deputies, Dothan-Houston County Emergency Management, all 17 volunteer fire departments, all 5 Volunteer EMS, Houston County Rescue, all municipal law enforcement in Houston County ( Kinsey, Webb, Columbia, Gordon, Ashford, Cottonwood, and Taylor ).


The City of Dothan - Houston County Communications District has three employees. Until the end of the month Ms. Holly Brittan is the 911 Director, Ms. Pam Lowe does the addressing and mapping for Houston County and data input for who lives where and what phone numbers belong to whom, and Greg Davis who manages the facilities equipment.


The board has a contract with the City of Dothan for Information Technology maintenance of equipment.


Jennifer Stanley's appointment replaces Rickey Stokes from the 911. Stokes was appointed four years ago. Stokes served on the Advisory Committee before the board was changed from City of Dothan Commissioners and two Houston County Commissioners. Stokes was on the first board of non elected officials. He served one year as Board Chairman.


Dothan Fire Chief Larry Williams was the first non elected official who served as Board Chairman. Then Stokes and now Dothan Police Chief Steve Parrish.


A couple of months ago Stokes sent a letter to the Houston County Commission stating that he did not want to re-appointed to the Board. Stokes has enjoyed his tenure, appreciates the confidence the appointing commissioners ( Curtis Harvey, Doug Sinquefield, Chairman Mark Culver, Former Commissioner Jackie Battles and Commissioner Brandon Shoupe ) had in appointing him to serve. But the time has come to pass the torch.
