HOUSTON COUNTY:    Today the Houston County Commission held two meetings back to back.


With November 24th being Thanksgiving the regular Administrative Meeting of the Houston County Commission was held at 9:00 AM this morning. The Administrative Meeting is where items are discussed, questions asked and answers sought in order to cast a vote at the regular commission meeting. The commissioners can not vote at an Administrative Meeting.


At 10:00 AM the regular Houston County Commission Meeting will be held. This meeting the commission can vote YES or NO on issues.


This is the first regular meeting of the new county commission. Chairman Brandon Shoupe has now taken over the reigns of the commission from Mark Culver who served as Chairman since 1997.


Joining Shoupe in service as D1 Commissioner Curtis Harvey, who is now the Senior County Commissioners, D-2 Tracy Adams who just begam his first term, Shoupe as Chairman, D-3 Commissioner Ricky Herring who is in his second term, and D-4 Commissioner James Ivey who just began his first term of office.


MEETING AT 10:00 AM  


All Houston County Commissioners were present.


The invocation was held by Dr. Commissioner Curtis Harvey and the Pledge of Allegiance by D-3 Commissioner Ricky Herring.


The next Houston County Commission Meeting will be December 12. On that day the Administrative Meeting will be at 9 AM and the meeting at 10 AM. The commissioners will be at the Legislative conference.


The Houston County Commissioners will “RING THE BELLS” for Salvation Army on December 1. The County Commission will be at Northside WalMart. The County Commissions want to raise more than the City of Dothan.


PRESENTATION


VISIT DOTHAN – Aaron McCreight made a presentation to the Houston County Commission. McCreight told the commission last year there were 61 tournaments and more expected by the end of the year. There are 2,500 hotel rooms in Dothan and 44,000 room nights were used this year in Dothan.


The James Oates Park, Constructed in 2017, has undergone some changes. With the rain the clay fields, a quarter of an inch stops the tournament. The field have been replaced with artificial turf. That allows tournaments to be played. At James Oates Park the only dirt is under the grass.


There is work being down in baseball and softball, flat fields for soccer and flag football. A lot of this work being done at Grandview Elementary School. There will be multi purpose fields.


The City of Dothan will have 20 flag football fields.


VIVIST DOTHAN wants Dothan to be a destination and not a pass through location.


REGULAR AGENDA


The members of the Houston County Commission approved all items on the agenda:



  1. Request to authorize resolution and approve a sub-recipient agreement to expend ARPA fund for the City of Taylor infrastructure project.

  2. Request to approve budget amendment for the ARPA local assistance and Tribal Consistency Fund.

  3. Request to adopt resolution authorizing a loan to the County from Synovus Bank in the amount of $ 2,000,000.00 to be evidenced by the issuance of the County’s $ 2,000,000.00 general obligation warrant to Synovus Bank.

  4. Request to adopt resolution authorizing a loan of proceeds of the County’s $ 2,000,000.00 general obligation warrant to SARCOA pursuant to Amendment 772.

  5. Request to approve budget amendment for marketing services and authorize Chairman to negotiate agreement.

  6. Request to award bud for ( 7 ) Chevrolet Tahoe’s to lowest bidder meeting specs and approve accompanying budget amendment – Sheriff Department.

  7. Request to add the following item to GovDeals: 2010 Chevrolet Malibu         ( Sheriff Department ).


No report from the County Administrator


County Engineer announced Taylor Road is closed for at least another week.


County Attorney had no report.


Houston County Sheriff Major Bill Rafferty told the Houston County Commissioners that Ford has increased to $ 59,000.00 and none available to May. The Sheriff Department has found a vendor in Georgia that honors Alabama State Bid, $ 43,900.00. The vehicles are available now. The commission approved the budget amendment.


The commission were given a proposal for marketing services. For a price of            $ 2,500.00 a month of $ 30,000.00 a year. The marketing will focus on the first quarter on getting employees. The Houston County Road and Bridge and Houston County Jail are in bad situations with not enough qualified applicants in the workforce to work at that jail and operate equipment.


The focus will be HOUSTON COUNTY IS GROWING.


The meeting lasted 32 minutes.
