Houston County Regular Commission Meeting

HOUSTON COUNTY:    The Houston County Commission meeting met today. The meeting was called to order at 10:00 AM.


Commissioner Brandon Shoupe is Acting Chairman because Chairman Mark Culver is out from a recent surgery. Commissioners Harvey, Sinquefield, Shoupe and Herring were present for the meeting.


Mrs. Nancy Bristow is sitting in for Houston County Administrator Peter Covert who is absent because of recent marriage and honeymoon.


Opening prayer led by Commissioner Curtis Harvey. Commissioner Brandon Shoupe led the Pledge of Allegiance.


The minutes from the last commission meeting were approved.


ANNOUNCEMENTS AND COMMENTS


Commissioner Shoupe said he hopes all had a safe July 4th and have all body parts from fireworks. Shoupe said he and his family went early to Foster Fest and all seemed to enjoy it. Also Commissioner Shoupe was glad to see increased police prescence.


Commissioner Shoupe said because of no Administrative Meeting rules were open more today then a regular Commission Meeting.


A citizen, Mr. George Trotter, addressed the commission. He started by reading the Preamble to the Constitution and said he wished the United States Congress would mandate that to be taught in school. Trotter said he did not learn the Preamble last night but in school/


Trotter also made a request, August 22, “WE THE PEOPLE”, to include everyone in Houston County, is sponsoring at the Library 6 PM to 8 PM. All Commissioners are invited through person and letter to attend. This event will be downtown Public Library. Mr. Ken Curtis will be moderator. This will be a civil meeting and back and forth to answer questions. The gentleman said the public does not have the chance to take off at 10 AM. He likes some night meetings where the people can ask questions.


No one else to address the commission.


REGULAR AGENDA



  1. Request to vacate area of McCord Road. Mrs. Sue McCardle is on hand. County Attorney Press Register said this is a right of way from years ago and a section that connects old McCord Road to Memphis Church Road and the best can tell not used in 40 years. Ms. McCardle said she had no comments. This is a notice for a public hearing and have 30 days to give notice of the public hearing. The Commission is not closing a road currently in use. THIS IS ONLY A NOTICE FOR A PUBLIC HEARING, not final action.

  2. Request Town of Rehobeth to partner with Rehobeth School to pave a part of the parking lot of park. Commissioner Ricky Herring said in 1978 a park was given to Houston County. He has worked with ADECA Director Kenneth Boswell to obtain and receive permission from ADECA, to make a parking lot. With the Town of Rehobeth and Houston County Schools gave $ 35,000.00 each and Houston County $ 23,000.00 and do the work. Allow about 63 parking spaces. Commissioner Sinquefield asked if this has been discussed with County Engineer. Houston County Engineer Barkley Kirkland said they did the estimate and Commissioner Herring went to the School Board and Town of Rehobeth and said it is a good project. Mr. George Trotter asked the total cost of project is $ 93,137.00. County Engineer Kirkland said that the Houston County School Board would pay $ 35,000.00, the Town of Rehobeth would pay $ 35,000.00 and Houston County Road and Bridge the remaining $ 23, 137.00 for the project, making a total cost of $ 93,137.00.

  3. Request to approve insolvements – normal and customary thing on unpaid taxes. Approved.

  4. Request to approve Houston County Volunteer Fire Electricity Bill increase and this is not in the last years budget. Just a formality and always been made. Also increase Wiregrass Rehab on fuel. Commissioner Sinquefield asked if the $ 700 increase for the fire association building was because FEMA used the building and Mrs. Nancy said she thought it was. NOTE: After Hurricane Michael FEMA used the Houston County Volunteer Fire Association Building to operate from for several months.


 


STAFF REPORTS – None


ENGINEER REPORT – Three roads closed; State Line, Indigo Pond and one other. County Engineer Kirkland said hopefully August 1 State Line Road will be open. Commissioner Sinquefield was out there Friday and thinks this road will be better and that Houston County Road and Bridge has worked hard on this road.
