KINSEY:    A special called meeting of the Kinsey Town Council at 5:30 PM. Kinsey Mayor Charles Douglas was not present and Mayor Pro Tem Joe Watson was in charge of the meeting.


Kinsey Mayor Pro Tem Joe Watson said Mayor Douglas did some things he should not have done and was unable to make the meeting. Mayor Douglas has reported to have been sick.


The special called meeting was a simple meeting. However simple meetings no longer exist because of the run off elections.


The email for the meeting was to appoint a Interim Police Chief. The printed agenda was Police Chief.


NOTE:    Kinsey Mayor Charles Douglas was not at the Kinsey Town Council meeting last week. A motion was made then to terminate Interim Police Chief Willie Powell. The motion died for the lack of a second. Later it was learned that Interim Police Chief Willie Powell had resigned. It is not clear when Powell resigned and who knew. And if anyone knew at the last council meeting when the motion to terminate Powell was made. Had he resigned before then.


A councilwoman made a motion, with a second, that Kinsey Police Officer Robert Jones be appointed CHIEF OF POLICE. Mayor Pro Tem Joe Watson said wait, the item was Interim Police Chief but it was pointed out the agenda read Police Chief.


After discussion of the email that called the meeting reading Interim Police Chief and the printed agenda reading Police Chief, there was a motion and a second on the table. Mayor Pro Tem Joe Watson called for the vote of appointing Officer Robert Jones as Police Chief.


Kinsey Mayor Pro Tem Joe Watson voted and declared the motion to not pass because the vote was 3 to 3. Then there was heated discussion that Mayor Pro Tem Joe Watson could not vote except in the event of a tie because he was Acting Mayor. Without Watson's vote Jones was Police Chief but the motion died if Watson could vote. No one knew the answer.


Then a motion was made with a second that Officer Jones be appointed as Interim Police Chief at the rate Former Interim Police Chief Scott Wilson was making. That motion passed.


However the members of the Town Council wants an answer from the Alabama League of Municipalities if Watson could vote or not. If he is not allowed to vote unless a tie when setting as Mayor then Jones is the police chief. If Watson can vote then Jones is Interim Police Chief.


Then the question is, if Watson can not vote is Jones the Chief. Watson said they might have to call another meeting.


During the discussion RSN asked, folks what does it matter. In November a new Mayor and Council will take over and they have to appoint a Police Chief. That seemed to go over their heads.


NOTE:    This past week Kinsey Police Officer Robert Jones responded to a rape call. A forcible rape call. After Kinsey Officer Jones conducted a preliminary investigation he called the Houston County Sheriff Department. Jones along with Deputy Goodson and Criminal Investigator Robinson identified a suspect. The suspect was arrested and in the Houston County Jail. So Jones is working.


Someone asked about the resumes and has anyone reviewed and talked with any of those applying. Watson said he had. Unknown on what authority Watson has spoken with the candidates because a councilman has no power alone. A councilman's power only comes from his or her being able to get a second to their motion and then a majority vote.


A lone councilman can not even adjourn a meeting without a second and a majority vote. But Watson said he has spoken so come who applied for Chief of Police in Kinsey.


Currently, the Town of Kinsey is a ship absent a rudder. To break it down, NO LEADERSHIP!


The applicants include for Kinsey Police Chief are:  current Headland Police Officer Dennis Cobb, the only officer of Kinsey who is Interim Chief of Police of Kinsey or is the Police Chief of Kinsey Robert Jones, and Craig Reynolds of Pensacola, Security Officer in Santa Rosa County Fl. and in New York,  Derrick Gibson Mize from North Carolina, Headland Police Department Gilland Chevrolet and Dothan Volkswagon, Robert Daniels a former Wyoming Police Chief and Louisville Police Department two times.


DRAMA   the meetings of the Kinsey Town Council are totally out of control. At this point the Town of Kinsey is far ahead of the Town Council in Gordon in drama. Sorry Gordon, you have now lost first place in meetings.

What I love about this job is, when a question is posed the answer normally comes. By 7:13 PM a very credible, trustworthy and reliable source text me the document which gave the answer the Kinsey Town Council was looking for. The picture of the document is below. 


The Alabama Supreme Court held that a mayor is not "elected to the council" within the meaning of the statue providing for council's removal of an appointed town official by two-thirds vote of all those elected to the council, and, thus. although his or her vote was technically allowed on the question of removing a police chief, his or her vote was irrelevant in determining whether a sufficient number of those elected to the council approved a police chief's removal. 


If the mayor votes and the vote ends in a tie, the mayor may not vote a second time to break the tie. A mayor cannot vote twice under any circumstance. A tie vote leaves the matter being voted on undecided.


When a specific vote requirement is not set out by the code, passage requires the affirmative vote of a majority pf those voting on the issue, provided a quorum of the council is present."


In reading this it appear the Mayor Pro Tem could vote. The vote ended in a tie which left the issue undecided.


If the election of Kinsey does not hurry up then Kinsey is leading the pack of being worse then Gordon has been.

TO KINSEY MAYOR CHARLES DOUGLAS


And Kinsey Mayor Charles Douglas, we are friends but understand this very clearly. The people of Kinsey elected you and your term does not expire until November when the new Kinsey Mayor and Town Council members take office.


Until that time you have a duty to the people who elected you four years ago to be the leader until your last day in office. To do otherwise means you are  not much of a man and should never be elected to anything ever again.


You are young enough you could decide to seek election in the future. But you are elected for four years and have a obligation to be the leader you were elected to be.


Now get your buttocks back, be a man instead of a sorry ass wimp, and be the leader you were elected to be.


TO KINSEY TOWN COUNCIL


You are better then this. You have been an embarrassment to the people of Kinsey in the way things have been allowed to go lately. Joe Watson, you should be truthful and honest with the fellow council members. You and Mayor Douglas have not been forthcoming with the council members and withheld information from the council members.


As an individual councilman you have zero authority to go and talk with those who have applied for Chief of Police. In fact, a single councilman is not privy to anything a normal citizen is not privy to. Only as a council body, by a majority vote, or you privy to anything, and this vote must be done in an official meeting. Otherwise, as a single councilman you are nothing but a private citizen.


This is not the words of Rickey Stokes. This came from the Alabama League of Municipalities book.


So Joe, your running around talking to the applicants is not authorized unless the majority of the Kinsey Town Council votes giving you that authority.
