DOTHAN - HOUSTON COUNTY: The 911 equipment and building are managed by the City of Dothan - Houston County Communications District. The board consists of three employees and has zero management authority over anyone who answers the phones or dispatches the 911 calls.
The City of Dothan - Houston County Communications District Board is responsible for addressing and mapping residences and busimesses in the county. The City of Dothan has someone employed with the City of Dothan who is responsible for the addressing and mapping of the businesses and residences in the city limits of Dothan.
The City of Dothan - Houston County Communications District board consists of Chairman - Dothan Police Chief Will Benny, Dothan Fire Chief Larry Williams, Houston County Sheriff Chief Deputy Jeff Carlisle, President of Houston County Volunteer Fire Association, Interiem Dothan City Manager Randy Morris, Dothan Businessman Jason Rudd, Pilcher Ambulance Owner Joe Pilcher, and Jennifer Stanley of the 20th Judicial District Attorney Office, and Mark Powell - Director of Dothan-Houston County Emergency Management. The Dothan Police Chief, Dothan Fire Chief, Houston County Sheriff, and President of Houston County Volunteer Fire Association are all mandatory appointments as per Alabama law, local legislation. The City of Dothan Commission then has 4 appointments and the Houston County Commission has 1 appointment.
The appointment by the Houston County Commission is Jennifer Stanley of the 20th Judicial District Attorney Office. The appointments by the City of Dothan Commission are Interiem City Manager Randy Morris, Pilcher Ambulance Joey Pilcher, Dothan-Houston County Emergency Management Director Mark Powell,
The board meets and establishes policies and procedures for use of the City of Dothan - Houston County Communications District building, the equipment of 911 to purchase to operate the 911 center.
The management of the people working in the center, the City of Dothan 911 staff fall under the command of Dothan Police Chief Will Benny. The Houston County 911 staff fall under the command of Houston County Sheriff Donald Valenza. The City of Dothan - Houston County Emergency Management falls under the command of the Emergency Management Director, Mark Powell.
Houston County has to pay to the City of Dothan - Houston County Communications District rent for Emergency Management to be in the building which is in the six figures for rent.
The three member staff employed by the City of Dothan - Houston County Communications District are hired by the board by under the day to day management of the Chairman of the Board which is Dothan Police Chief Will Benny.
The center located at 405 East Adams Street in Dothan was constructed several years ago at an estimated cost of $ 5 million dollars. That was on a 30 year note but the board paid for the building in five years and debt free as to a mortgage on the building.

RES.NO. _2024-05__ That the City of Dothan/Houston County Communications District Board authorizes the payment of $10,606.74 to Dell Technologies for renewal of warranty and service contract over a one-year period for 2 servers. One server is located at the City of Dothan/Houston County Emergency Operations Building and the second server is located at the S. Park Fiber Hut. Contract is attached to and made part of this Resolution.

RES.NO. __2024-06__ That the City of Dothan/Houston County Communications District Board authorizes the monthly payment to DATAMARK for NG9-1-1 data reconciliation and synchronization services as they are rendered, not to exceed $28,750.00 total. Quote attached to and made part of this Resolution.
- 10. RES.NO. _2024-07_ That the City of Dothan/Houston County Communications District Board authorizes the payment of approximately $9,217.0 to Bob Woodall Air Care Systems for the replacement of three (3) energy exchange cores, quotes to include labor and all parts. Quote is attached to and made part of this Resolution.
- 11. RES. NO. _ 2024-08_ That the City of Dothan/Houston County Communication District Board does hereby agree to the Letter of Engagement of McDaniel & Associates, P.C. to audit the Districts financial statements as of and for fiscal years ending September 2024 through September 2026. The fee for these services will not exceed $19,500.00 for each of the three years. Said proposal is attached to and made part of this Resolution.
- 12. RES.NO. _2024-09__ That the City of Dothan/Houston County Communication District Board does hereby approve the attached travel requests for E-911, which is attached to and made part of this Resolution.
