COMMISSIONER JOHN FERGUSON MADE A MOTION TO REMOVE THE SEPERATION AGREEMENT OF $ 104,580.00 TO FORMER DOTHAN CITY MANAGER KEVIN COWPER. WITHOUT DISCUSSION THIS WAS REMOVED FROM THE AGENDA.




DOTHAN:    10:00 AM    Dothan Mayor Mark Saliba and all Associate Commissioners were present for the regular scheduled meeting.


Mayor Saliba read a Proclamation of National Police Week. Mayor Saliba complimented the Dothan Police Department and how much they are appreciated.


May 12 – 18, 2024 is National Police Week. Dothan Police Major Will Glover was on hand to accept the proclamation. Dothan Police Chief Will Benny had to be out of town.


Dothan Mayor Mark Saliba read a proclamation of Small Business Week. May 6 – 10, 2024 is Small Business Week. The Dothan Area Chamber of Commerce was on hand to accept the proclamation.  A small business is less than 25 employees. Small business is 85% of the membership of Dothan Area Chamber of Commerce.


Tennis Teams were recognized for their winning. Houston Academy, Providence Christian. The coaches thanked Dothan for their support and the facilities at Westgate Park. One coach said tournaments being a lot of people to Dothan which spend money and stay in the Dothan hotels.


The Commissioner recognized Charles Longshore and has been named as Alabama’s Assistant Principal of the year. Longshore said you are only as good as the people that work around you and Dothan City Schools has a great team and they are really doing good things for Dothan. Longshore thanked Dr. Dennis Coe for his hard work in the system.


VISIT DOTHAN was recognized. Mayor Saliba said they have won the Event Impact Award, a national award.  Mayor Saliba said they do a lot for Dothan and are grateful for all they do.

BEDWELL – excited about ground breaking of Innovation Center on Monday. Commissioner Bedwell complimented the Dothan Police Department on their work.


FERGUSON – no comments


PIERCE – still excited about ground breaking on Hudson Alfa


CRUTCHFIELD – a lot going on and LOVE DOTHAN


SALIBA – a lot of work to make things happen. A lot of work to meetings in Montgomery. It was a record on the amount given from the State. Thanks to all who made it happen.


INTERIEM CITY MANAGER RANDY MORRIS 


Recognized employee of Month.


Mike    - 29 years with City of Dothan assigned to the Water Division of Dothan Utilities who maintains the water system.


Randy Morris announced Water World open for weekends and when school is released will be open during the week.


COMMUNICATIONS FROM CITY CLERK 


Breakfast with Tammy’s, alcohol license. Commissioner Ferguson asked was this near a daycare and it is. Commissioner Pierce said concern of being near the daycare but the commission was told the daycare had no objections. Commissioner Pierce said he would like to know the parameters and how would affect. Breakfast Tammy said on site only and not a lounge and drinks with meals. Commissioner Ferguson said we did a lot of work on minimum standards and if going with what just canvas neighborhoods then we need to get rid of the standards. Commissioner Ferguson said no offense he just does not think a good mix with daycare. Mayor Saliba thanked the owner for being there but makes it difficult. Commissioner Bedwell asked of ever accepted a place 100 yards from business and Randy Morris said they have. Commissioner Bedwell said it looked like no one opposed and he just likes to be fair. Commissioner Crutchfield the owner, not a employee, was talked to and had no objection. APPROVED with Commissioner Ferguson approved.


Alcohol License for a second place ( did not catch name ) APPROVED.


AGENDA 


Items 8,9, 10,11 and next 4, are public hearings. No one their to speak.


Item 12:  Amending zoning Code of Ordinance and add a Distribution Center. APPROVED.


Item 13:  Rezoning property on Flynn Road and Murphy Mill Road. APPROVED.


Item 14:  Rezoning property at 105 Pariton Avenue. APPROVED.


Item 15:  Declare property at 818 as a nusciance and unsafe and authorized demolition. APPROVED.


Item 16: Continue tax levied at 5 mills on property in the City of Dothan.  Annual renewal and no changes. APPROVED.


Item 17:   Accepting donation of K-9 from Coffee County Sheriff Department, estimated value is $ 15,000.00    APPROVED


Item 18:   Easement on Honeysuckle. APPROVED.


Item 19:  Agreement with ALDOT for removal of light pole for improvements. APPROVED.


Item 20:   Agreement for Dothan Fire Department to approve firework permits on Stadium Street. During certain dates. Commissioner Ferguson asked about the times and noise ordinance. Chief Williams said the times falls under Todd McDonald’s department. He does not think there is noise ordinance. APPROVED.


Item 21:  Contract and notice to proceeds on Innovation Center in the amount of $ 35 million dollars. Commissioner Pierce thanked Randy Morris?? For getting those grants. Morris thanked the team that did it. Commissioner Ferguson thanked the legislative delegation and all who worked on this project. APPROVED.


Item 22:  Approved. Do not remember what it was.


Item 23:   Application for Safe Street grants. $ 10 million dollars worth of projects. Each project will come before the commission, one by one. APPROVED.


Item 24:   Declaring property absolute and authorizing disposal.


Item 25:   Awarding bids over $ 30,000.00  Commissioner Ferguson made a motion to removal separation agreement with former City Manager. No discussion by anyone. Approved Unanimously. All other items approved.


Item 26:   Approved advanced travel requests.
