HOUSTON COUNTY:     This Monday, September 11, 2023, will be the first time in 36 consecutive years that Mark Culver has not been involved in the budget process of Houston County.


The Houston County Commission is led by Chairman Brandon Shoupe. But the commission chairman can not make a motion and can not vote unless there is a tie vote.


There are four commissioners who make motions and vote and the Chairman is not one of them, unless a tie vote.


Houston County Commissioner D1 Commissioner Curtis Harvey is the longest serving commissioner. While Dr. Harvey is a great fellow he is rarely in his district out in the county and does not participate with the commissioners. Walks in seconds before the commission meetings and leaves immediately thereafter, normally.


Houston County Commissioner D2 Tracy Adams has been a huge disappointment on the commission. He occupies a seat but has been found to be useless. Adams is controlled by D3 Commissioner Ricky Herring, in my opinion.


D3 Houston County Commissioner Ricky Herring knows everything. If you do not believe him just ask him. He is not the same person he was before a commissioner and, well, a lot I could say but a huge disappointment.


D4 Commissioner James Ivey. He is like Adams, a yes man to D3 Commissioner Ricky Herring. 


While Herring controls Adams and Ivey's votes, in my opinion, they huge benefactor is the Houston County Sheriff Department. Both Herring and Adams are employees at will of the Sheriff. The Sheriff can terminate them for any reason and they have no protection. And these control the budget.


The commissioners hide the documentation for items on the agenda. No documentation is provided for agenda items as does the City of Dothan. 


But they will pass the budget for 2023 - 2024 operating year on Monday.
