ALABAMA:     There are always dangerous consequences when Alabama lawmakers meet. And the legislative session 2024 is no different.


Alabama Senator Orr has introduced Senate Bill 54. It has to do with in network and out of network billing for ambulance transports.


Those who are professionals, please review this legislation and TEXT RICKEY 334-790-1729 your thoughts. 


My first review I have not true definitive knowledge if this legislation is good or bad for EMS ground coverage. So I need your help.


EMS COVERAGE  


The lobby group for the Alabama County Commissioners got legislation passed in 2022 that county commissioners are not responsible for emergency medical services in the county.


Wickburg Rescue coverage area, 100% of their territory is in the county and outside of any municipality. Cottonwood Rescue covers 130 square miles as per the County Engineer. Of that less than 10 miles of the area responsible is inside a municipality, being Cottonwood which is less than 6 miles and Madrid less than 2 miles. The remainder 122 square miles rest outside of a municipality and in the county.


You would think EMS ground coverage, ambulance, would make money. One thing EMS can not do is ask, "do you have insurance", here let me swipe your credit card before tranport. The insurance question is not important when treating and transporting patients.


When a 911 call comes into the 911 Center the EMS is dispatched. On their arrival the patient might refuse transport. Or the 911 Center dispatches the EMS ground service to a structure fire. The EMS unit has to stand by three hours while fireman fight the fire. And not is injured.


All of these type calls are non transport calls and no one to bill so no money collected.


So 911 calls, EMS units do not make money on these calls.
