COTTONWOOD:    Tonight Cottonwood Mayor James Coachman and members of the Cottonwood Town Council met in the regular scheduled meeting.


Cottonwood Mayor Coachman and the Town Council meets the first and third Tuesday of each month at 6 PM.


The council was told by long time Certified Public Accountant James Whitehead that someone is looking after Cottonwood. They have several grants in the hundreds of thousands of dollars to help re-build Cottonwood. Mr. Whitehead told Mayor Coachman and the Town Council members the council needed a work session before the next Council Meeting.


The money that has come in is for re-building Cottonwood and not for salaries and salary increases but for re-building Cottonwood. There are a lot of needs in Cottonwood from the hurricane which destroyed a lot of Cottonwood infrastructure.


The money given has a time limit to re-build. When Columbia was given money from Hurricane Michael that money to date has not been used for the intended purposes. The lack of action in Columbia made the State put time frames on the re-building of Cottonwood.


According to Mr. Whitehead tonight the Town of Cottonwood has about $ 2 million dollars available to re-build the town.


Probably one of the best attended meetings that I have been to for a municipal government.


THE PROPOSED LODGING TAX - D2 HOUSTON COUNTY COMMISSIONER TRACY ADAMS


D2 Houston County Commissioner Tracy Adams was present for the meeting. Adams told Mayor Coachman, Cottonwood Town Council Members and the citizens there has been a change in the lodging presentation. At first the Houston County Commission said the money from the proposed lodging tax would be given to the City to be managed.


Now Houston County Commission Chairman Brandon Shoupe and the members of the Houston County Commission has changed that plan. Invoices will be submitted and the Houston County Commission will pay the vendor directly.


A change from the original proposal. RSN needs to check the Houston County Commission minutes and see if any of the proposed figures or proposed distribution plan has ever been voted on in an open Houston County Commission Meeting. Chairman Shoupe was asked that question when in Rehobeth and his reply was yes. But RSN believes he was referring to the proposed lodging tax. The question is, had the amounts in the presentation ever been discussed and voted on in an open Houston County Commission meeting and the changes discussed by D2 Adams been discussed and voted on in an open Houston County Commission Meeting.


The Chairman of the Houston County Commission can not make a motion and can not vote unless there is a tie vote. So unless the majority of the members of the Houston County Commission votes on the distribution plan, the Chairman of the Houston County Commission is not the deciding authority.


And is that change for Cottonwood only, or is there a change in the proposal for all agencies that will be receiving money????
