DOTHAN: It was October 1, 2019 members of the City of Dothan Commission voted for a compensation and classification study of the full and part time employees of the City of Dothan.
According to written documentation from Dothan Personnel Director Delvik McKay the last compensation study was in 2002. According to Mayor Mark Saliba in a quote in The Dothan Eagle in December 2018 the City of Dothan had conducted a compensation study.
At the recommendation of Personnel Director Delvik McKay and concurrence of City Manager Kevin Cowper, the Dothan Commission selected Athens Georgia firm Condrey - Associates, Inc.

The Dothan Commission authorized the firm to begin November 2019 and to be completed March 2020. The Dothan Commission voted to pay the Athens Georgia firm $ 97,500.00 for the compensation and classification study.
The City Manager nor any member of the Dothan Commission has any authority over the Dothan Personnel Director or Board.
The Personnel Director is a direct hire of the 5 member Personnel Board. The 5 members are appointed by the Citizens Supervisory Committee. Members of the Citizens Supervisory Committee are selected by Civic Clubs in the City of Dothan.
The Dothan Personnel Board is not required to seek approval from the Dothan City Manager or Dothan Commission for any expenditure or hire of consultants or legal counsel.
They answer to the City Supervisory Committee ( never ) and the Personnel Director answers to the Personnel Board.
