DOTHAN:    Come on Mayor, I despise double talk.

The article here does not include Dothan Commissioner John Ferguson and Dothan Commissioner Beth Kenward.

Every year, the Dothan Mayor and Dothan Commissioners meets with city  heads, the city manager, and consultant Lyle Sumek to formulate an order for the several projects the municipality could address that year.

At the conclusion of each session, the commission identifies its “top,” or highest, priorities for itself and the city departments, and then some “high” priorities for itself and city employees.

The City of Dothan spends probably over $ 20,000.00 with Lyle Sumek who gets everyone talking.

City of Dothan officials accomplish several of the top priorities in 2018

KEY WORD:   ACCOMPLISH

The meetings with consultant Lyle Sumek concluded with the commission identifying seven “top” priorities and six “high” priorities for themselves. Commissioners also picked six top priority tasks and six high priority tasks for the city’s management.

The commission’s top priorities for 2019 address jobs

(hiring an assistant city manager and addressing police staffing and compensation),

facilities (a new animal shelter, a new track facility and Rip Hewes Stadium improvements) and traffic logistics (continued work on Honeysuckle Road improvement plans and the adaptive traffic signalization program). The city has been implementing an adaptive traffic system that will improve timing of stoplights, and commissioners discussed the potential of using cameras at intersections for stoplight enforcement moving forward.

Other subjects addressed in the high priority list include customer service enhancements, sewer project funding, and several education-related initiatives such as creating a school funding plan. Mayor Mark Saliba said while long, the meetings provide elected officials with a clear plan that helps them stay committed to certain objectives throughout the year. - DOTHAN MAYOR MARK SALIBA

Dothan city leaders weigh law enforcement pay increase

As Dothan city leaders work through the final budget details, there have been questions about if law enforcement will see a pay raise.

What is included in the budget is a study to determine what the pay bump should be.

“They’ll look at regional comparisons and what those pay classifications are and compare,” said Kevin Cowper, City Manager. “Determine what we should be paying in order to be comparable.”

Mayor Saliba says this will give the commission a chance to look over a plan for pay increases - across the board. Something the commission hasn’t seen before. He says even after the budget vote, that doesn’t mean pay discussions are done until next budget season.

“Once that’s presented to us, then we’ll have that to be voted on and we’re ready to do that whenever the plan comes over,” said Saliba.

Mayor Saliba says the study is expected to take a few months. Once they get the information, he says they hope to implement any changes right away.

I am totally confused:

1.    The Mayor's words, not Rickey Stokes', the words by Dothan Mayor Mark Saliba on   December 31, 2018  Dothan the city conducted a wage study for all of its employees, one of the commission’s high priorities, Saliba said.

2.    The Mayor's words, not Rickey Stokes' the words by Dothan Mayor Mark Saliba on   February 23, 2019  addressing police staffing and compensation   as a 2019 TOP PRIORITY.

3.    The Mayor's words, not Rickey Stokes' the words by Dothan Mayor Mark Saliba on August 21, 2019   What is included in the budget is a study to determine what the pay bump  should be - Mark Saliba, Mayor

“They’ll look at regional comparisons and what those pay classifications are and compare,” said Kevin Cowper, City Manager. “Determine what we should be paying in order to be comparable.”

CONCLUSION

DECEMBER 2018 - Wage Study CONDUCTED.

FEBRUARY 2019 - Addressing police staffing and compensation - a top priority.

AUGUST 2019 - What is included in the budget is a study to determine what the pay bump should be.

So which is it ?

DO NOT BE CRITICAL of the messenger, ME.   I never made those statements and intentionally misled the public and workforce of the City of Dothan.

But just like the search for City Manager, Rickey Stokes did not say the candidates will meet the public for the commission to see how they interact with the public. It was MAYOR MARK SALIBA that made that statement.

NO - NEVER HAPPENED.

Why in December was the statement made a wage study was CONDUCTED, February the pay of police was a top priority, but it was not included in the budget and now in...

August - included in the budget is a study.

COME ON GUYS ... what is the truth ?

______________________________________________________________

Here is the truth of the matter:

Former Dothan City Manager Mike West and Current Dothan Personnel Director Delvik McKay told the Department Heads do not submit a plan for salary increase.

The only department head who did was Dothan Police Chief Steve Parrish.

According to information within the bowels of the City of Dothan, Chief Parrish has been monitoring the applicants, wages, departures from the Police Department. And he knew this issue could not wait and how important it is. In fact Chief Parrish personally calls each applicant and talks with them. But he let's the process work but wants the applicant to know if they pass each step of the way Dothan Police Department wants them.

So Police Chief Steve Parrish submitted a plan because of the need and what he saw in the Dothan Police Department and trends in the field of law enforcement.

Parrish did not and does not want to be the City Manager, Assistant City Manager or Interim City Manager. He is Police Chief and that is what he wants to be.

Members of the Dothan Fire Department raised everything there was to raise in the way of showing they were mad.

Dothan Fire Chief Larry Williams is upset because the men and women of the Dothan Fire Department are furious Williams did not submit a plan for the Fire Department and Williams was to far up the rear of the Former City Manager to look after the men and women of the Dothan Fire Department to submit a plan.

Some politics behind the scene.

Williams and Saliba are tight. And Mayor Saliba is stonewalling so the Dothan Fire Department can get raises and get Williams out of trouble with the men and women of the Dothan Fire Department.

So the Police Department is being penalized because of the Fire Chief mainly, but other Department Heads failure to look into the future, as did the Dothan Police Department did, and get ahead of the curve rather than behind it, taking care of the current staff and future candidates who are hired.

Credibility of the Mayor and each Dothan Commissioner is now an issue.

AGAIN... I know it is going to happen where the message will be missed and the messenger will be called everything but Rickey Stokes.

But STOP, examine what the City of Dothan officials said and then examine what their actions are...

Commissioner John Ferguson and Commissioner Beth Kenward... they stood by what needed to be done. Crutchfield and Dorsey were absent and have lockjaw. Fleming and Albert, well Albert has no clue to anything.

I report, you decide.  AGAIN... do not be calling me and fussing, I just pointed out what Dothan Officials said...
