A traffic stop on a car with an expired registration led to the arrests of two men on charges of
trafficking in heroin, and more.
A third person, 28-year old Jessica Foster, was also arrested.
An Okaloosa County Sheriff’s Office deputy pulled over the driver of the car in a parking lot off Beal
Parkway March 15th around 3:30 p.m. A passenger in the back seat, later identified as 37-year old
Thomas Mearns (no known address), started to run but stopped and came back.
A search was conducted after an OCSO K9 alerted on the car.
Deputies found a backpack with the wallet of the driver, 31-year old Jeremy Sullivan of Fort Walton
Beach, along with a digital scale, heroin and suspected Alprazolam.
There was also a black sunglass case in the vehicle with used syringes, heroin, a glass pipe,
methamphetamine, cocaine and suspected Buprenorphine near where Mearns had been sitting, next to
yet another glass pipe.
In addition, deputies found a black and white coin purse with heroin, meth, and suspected Alprazolam
in between Foster’s seat and the center console, as well as a black purse with assorted drug paraphernalia
where she had been sitting.
Sullivan is charged with trafficking in heroin, possession of a controlled substance, driving with a
suspended or revoked license, and passion of drug paraphernalia.
Mearns is charged with trafficking in heroin, possession of cocaine, possession of a controlled
substance, and possession of drug paraphernalia.
Foster is charged with possession of a controlled substance.
